MUD Project Manager (PE), Land Development, Houston, TX
Halff is seeking a Professional Civil Engineer (PE) to join our expanding Land Development team as a Project Manager out of our Houston, TX or The Woodlands, TX office location.The primary role of this position will be to act as district engineer for one or more MUD districts, directing infrastructure and development projects throughout the district. In this role, you will also lead and manage land development projects, delivering light industrial and office/warehouse developments, as well as commercial and residential subdivisions. The ideal candidate brings at least 5 years of project management experience in land development engineering, with particular focus on MUD district work. You are a technically strong, solutions-oriented professional who thrives on helping communities and developing cost-effective, maintainable, and sustainable designs for municipalities, government agencies, and private developers. What you will do:
  • Act as district engineer for one or more MUD districts.
  • Prepare MUD bond documentation as needed to support ongoing infrastructure needs.
  • Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
  • Assist in development and management of project scopes, budgets, and schedules.
  • Support in preparation of proposals and RFQs.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.

What you will need:
  • Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree.
  • Professional Engineer (PE) License in the State of Texas.
  • 5-10 years of experience, leading and/or supporting land development or public works projects with specific emphasis on MUD districts.
  • Excellent technical writing and communication skills.
  • Must be proficient in project management, administration, and supervision, with a focus on quality, integrity and success.
  • Must have technical experience with land development software such as Civil 3D.
