JOB SUMMARY:

The 91 COS has an operational requirement for the development, maintenance, and instruction of standardized cyber operations utilizing TNO platforms in support of Combatant Commanders on a global basis.  The goal is to provide operations personnel with detailed training courses to enhance the MQT of crewmembers.  The developed courseware will familiarize crew trainees with TNO operations using present and future platforms.  Courseware depth will be relevant to crew responsibilities and will increase with each level of instruction.  The 91 COS is tasked with multiple mission areas requiring analytical support.  This analysis will require use of higher-level tools to obtain automation of network characterization and baseline trending for highly technical mission areas.  This task also assists cyberspace operations special access program (SAP)-related efforts for planning requirements, community coordination, policy, and doctrine.

 

PRIMARY DUTY RESPONSIBILITIES: 

  • CONEMP: The 91 COS is adding new capabilities and systems as a very fast pace. The unit needs to maintain data from all platforms in a way which allows for correlation, sorting, parsing, reporting, gathering statistical data, and data sharing to national and other tactical units’ databases.  Additionally, the unit needs coherent knowledge management over five different classifications of systems and to facilitate standardization across all systems, platforms, and weapons systems.  This position will work in the Mission Support (MS) directorate.
  • Using feedback from the customer and oversight by the 91 COS leadership, the contractor shall maintain the cyber warfare platform database and ensure functionality throughout the lifecycle of the system.
  • Provide periodic preventive maintenance of the present and future cyber warfare platform databases.
  • Develop short and long-term storage solutions.
  • Maintain and continue development of servers designed to assist analytical functions in support of the cyber operations platforms.
  • Responsible for developing and maintaining operating procedures and documenting all maintenance actions for all processes performed.
  • Ensure the database has the ability to show trends for mission sets resulting in recommendations of likelihood of success or failure.
  • Electronic versions and additional paper copies for Government review of all network characterization and awareness documents/efforts as required by the Government.
  • Develop methodologies based on mission analysis to increase mission success.
  • Train squadron personnel on findings and assist in developing short/long term solutions/methodologies for mission execution.
  • Work closely with the principal analyst, the contractor shall ensure the analysis of data is performed in a timely manner, is completed accurately, and is retrievable from the database to assist in long-term analysis when necessary. Working closely with Elastic (ELK) database/programming support personnel, the contractor shall ensure accuracy of data, availability of data, and data integrity.
  • Create queries for data migration to external database systems.
  • Maintain backup strategy for database systems.
  • Configure database servers to ensure maximum efficiency of 91 COS operations.
  • Provide expertise/working knowledge of telecommunications, Internet Protocols, Elasticsearch, Logistash, Kibana (ELK) 
  • Provide OJT to other contractors, military, and/or civilian personnel and maintain continuity folders/working aids to ensure efficient transition when personnel rotate.
  • Must have experience with Confluence, SharePoint, and JIRA.
  • Manage document trees and file/folder structures.
  • Track and maintain official documentation.
  • Manage document workflows.
  • Manage permissions to CMS.
  • Act as POC for access requests to CMS.
  • Demonstrate knowledge of Real-Time Operations and Innovation processes, techniques, and procedures in order to recommend development and/or enhancement to software in support of 91 COS operations.
  • Improve and maintain mission-related knowledge management databases (e.g., Oracle®, SharePoint®, and Confluence).
  • Must have sufficient technical knowledge to understand, follow, and record cyber-related operations data.
  • Design, develop, maintain, test, and evaluate software changes to ensure mission essential functionalities are sustained.
  • Remove database efficiency through SQL design (Elasticsearch is a “Non-SQL” database
  • Manage privileges and access to the ELK Stack (SSO via CASPORT etc.)
  • Manage containers in a cloud environment
  • Manage Single Sign-on (SSO) using OIDC
  • Develop and maintain data ingest and enrichment using Logstash and Elasticsearch pipelines

Security Clearance: Top Secret SCI – Willing to take Polygraph

Education/Certifications: DoD 8140 IAT Level II Certification

Relevant Experience: 5-7 years of progressively responsible Offensive Cyber Operations/tool development support experience; comparable to work performed as a mid level analyst; 5-7 years supporting DoD/AF organizations

Key Requirements: Must have sufficient expertise/working knowledge of telecommunications, Internet Protocols, Elasticsearch, Logistash, Kibana (ELK) and ORACLE
