Job description

The Financial Manager works under the direct supervision of the UNTF Administrator in performing the following duties.

  • Monitors monthly revenues including oil royalty tracking, rental income, and investment results.
  • Monitors/tracks monthly revenue receipts and oil production and sales on a per well basis.
  • Works in conjunction with federal, state, tribal, and private agencies in collecting data such as sales reports from the U.S. Government-Office of Natural Resources Revenue (ONRR), other data, and in submitting required reports.
  • Establishes and monitors yearly budgets and expenditures for UNTF accounts in all areas of responsibility (administration, health, education, Chapter projects and other);
  • Coordinates with the UNTF Administrator, UNTF staff, Dine' Advisory Committee (DAC), and the UNTF Board of Trustees to establish yearly budgets and to revise the yearly budgets as necessary.
  • Follows all state-established procurement and purchasing policies in acquiring construction materials and services for projects and supplies, equipment, and general office needs for UNTF operations.
  • Establishes agency accounting policies as they relate to UNTF programs in accordance with State of Utah Code 51-10-101 to 51-10-107 and the State of Utah - Navajo Revitalization Fund (NRF) program.
  • Administers grants for other organizations such as the Navajo Utah Commission (NUC) and follows NUC-obtained grants requirements for procurement, financial reports, and other grant-related requirements.
  • Coordinates with the Navajo Utah Commission, Navajo Revitalization Fund, and other entities for expenditures, reports, reimbursements, etc.
  • Safeguards and maintains UNTF assets including establishment of inventory listings, appropriate market values, and taking care of any facility/equipment repairs or maintenance needs, and properly purging and disposing of unnecessary inventory.
  • Prepares monthly financial statements and reconciles monthly accounts to match the State of Utah's Vantage automated accounting systems. Makes necessary adjustment entries, vendor payments, bank reconciliations, and acquiring UNTF purchases.
  • Coordinates with the Office of the Auditor General to prepare and submit documents for the annual audit.  Prepares the annual report and submits it to the State Legislature-Native American Legislative Liaison Committee (NALLC).
  • Authorizes and exercises approval for payments and all other UNTF transactions (GAX, GMA, IAT, ITI, IDT, Cash Receipts, JV's and JVE's).
  • Coordinates with UNTF office staff to monitor/execute accounting work needed for Chapter Projects and other UNTF grants as well as UNTF administrative expenditures.
  • Prepares, submits, and presents monthly progress reports to the UNTF Administrator, the Dine' Advisory Committee (DAC), and the Board of Trustees.
  • Attends and participates in the meetings of the DAC and Board meetings, NRF Board Meetings monthly NUC CIO coordination meetings and/or project meetings, CEU Endowment Committee, trainings, conferences, and other meetings as needed by UNTF.
  • Responsible for all tasks related to DAC and Board meetings on an alternating basis with the UNTF Administrator, such as agenda items, proposals review, coordination with the Chapters, monthly reports of UNTF staff, packaging of the meeting packets, recording, writing, & editing of the minutes, posting documents in the State of Utah's Public Meetings Website, and ensuring follow-up items from the meetings are completed.
  • Participates with other UNTF staff to provide orientation & training on project proposals, forms, procedures, fund accounting, funds collection for projects, Chapter Projects funds allocation, and the UNTF & NRF funding proposal processes.
  • Participates in and makes determinations as the first reviewer of appeals from applicants stemming from the Higher Education College Financial Aid / Scholarships program.
  • Supervises the accounting technician and front office technicians.
  • Observes all applicable State of Utah Personnel Policies and Procedures relative to his/her employment status.
  • Performs all other duties as assigned by the UNTF Administrator.
