Job description

Job Overview
We are seeking an experienced IT Project Manager to oversee diverse IT projects spanning software development, cloud migration, cybersecurity, system integration, data modernization, and infrastructure maintenance initiatives. This role requires proactive leadership, strategic thinking, and hands-on management to ensure successful delivery of technical solutions aligned with organizational and client goals.
Key Responsibilities
Project Management & Delivery
  • Lead full lifecycle IT projects, including software enhancement, systems integration, infrastructure improvements, and cloud migrations.
  • Manage technical teams to maintain, debug, and enhance critical IT systems and software, ensuring operational stability and security compliance.
  • Prepare project plans, schedules, budgets, and documentation in accordance with established Enterprise Performance Life Cycle (EPLC) frameworks.
  • Execute effective resource allocation and manage project risks to meet client and internal objectives.

Technical and System Oversight
  • Oversee system development and integration using technologies such as .NET (C#), Java, SQL Server (SSIS, SSRS, SSAS), SAS, Power BI, and FHIR/HL7 standards.
  • Facilitate seamless integration between new applications and existing technical infrastructure.
  • Ensure adherence to federal IT standards, including ISO 27001, ISO 9001, CMMI Level 3, and NIST security frameworks.

Stakeholder Engagement
  • Act as the primary liaison between government clients, internal teams, and external vendors.
  • Coordinate and facilitate meetings, develop agendas, document minutes, and present regular technical and financial status reports to stakeholders.
  • Conduct training sessions, user demonstrations, and presentations to stakeholders.

Training and Support
  • Provide first-level support and training to internal teams and external stakeholders.
  • Develop and deliver training materials, facilitate user training sessions, and provide first-level user support through helpdesk channels.
  • Oversee documentation of user guides, technical manuals, and operational procedures.

Technical Environment & Tools
  • Proficient in Agile methodologies, DevSecOps, and ITIL best practices.
  • Familiarity with JIRA, Azure DevOps, GitHub, ServiceNow, and SharePoint.
  • Experience with cloud platforms (Azure/AWS), SQL Server, SSIS, SSRS, SSAS, .NET, C#, Java, and Power BI.
  • Knowledge of cybersecurity, FHIR-based interoperability, REST APIs, XML, JSON, and web-based technologies.

Requirements
  • 7+ years of IT project management experience, preferably supporting government agencies or public health initiatives.
  • PMP or equivalent certification required; Agile/Scrum certifications preferred.
  • Expertise managing large-scale, multi-system integrations, software deployments, and data-driven projects.
  • Demonstrated proficiency in managing project documentation, scheduling, risk management, and compliance reporting.
  • Proven ability to coordinate diverse teams (developers, analysts, cybersecurity specialists, system engineers).

Desired Skills
  • Experience with data analytics, Power BI visualizations, and statistical software (e.g., SAS).
  • Familiarity with geocoding, data quality assurance systems, and medical coding software.
  • Strong knowledge of federal IT security compliance requirements (FedRAMP, HIPAA, NIST).
