DEFINITION
Under general direction, the Information Technology (IT) Business Analyst is responsible for enhancing the quality of IT products and services, and translating business needs to IT solutions, and vice versa, with the Authority's current programs, projects, and strategic initiatives in mind. Duties and responsibilities include the implementation and integration of technology solutions incorporated in the Authority's strategic initiatives, conducting organizational and business process research for the Authority, analyzing business and/or programmatic needs and making recommendations regarding the systems and/or information technologies to meet those needs. Additional responsibilities of the incumbent include conducting assessments of business needs, organizational gap analysis, recommendations and timelines associated with business process improvements.
EXAMPLES OF ESSENTIAL FUNCTIONS
  • Elicits, analyzes, specifies, and validates the business needs of the Authority's stakeholders;
  • Collaborates with project sponsors to determine project scope and vision;
  • Conducts interviews to gather stakeholder requirements via workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods;
  • Analyze departmental information systems to ensure maximum system utilization and adherence of the systems to operational and regulatory changes;
  • Manages project resources and budget allocation, creates and manages project schedules and ensures timely completion of projected deadlines;
  • Monitors all aspects of project performance including analysis, testing, feasibility, risk, regulatory compliance assessments and the formulation and development of project plans;
  • Analyze IT business information technology contracts including professional services, license terms, technical support, maintenance, warranty and licensing to adhere services with business needs;
  • Plan, develop, test and implement software programs used for the management of IT resources and services;
  • Analyze total cost of ownership for information system deployments including budget broadcasting and tracking of cost of deliverables for value realization of business process improvements
  • Analyze IT business systems processes, database and programming requirements to ensure applicability and compliance with current standards and legal requirements.
  • Troubleshoot and resolve complex system, process and data related issues.
  • Develop user training procedures and manuals and provide ongoing system support.
  • Identifies and establishes scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics.
  • Works with stakeholders and project team to prioritize collected requirements.
  • Researches, reviews, and analyzes the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes.
  • Assists in conducting research on products to meet agreed upon requirements and to support purchasing efforts.
    Participates in meetings of purchased solutions to ensure features and functions have been enabled and optimized and in the selection of any requirements documentation software solutions that the organization may opt to use.
  • Analyzes and verifies requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards.
  • Develops and utilizes standard templates to accurately and concisely write requirements specifications.
  • Translates conceptual customer requirements into functional requirements in a clear manner that is comprehensible to developers and/or the project team.
  • Creates process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.
  • Develops and conduct peer reviews of the business requirements to ensure that requirement specifications are correctly interpreted.
  • Assists with the interpretation of customer requirements into feasible options, and communicating these back to the business stakeholders.
  • Manages and tracks the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
  • Communicates changes, enhancements, and modifications of business requirements - verbally or through written documentation - to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
  • Provides guidance and/or instruction to junior staff members.
  • May be required to drive a vehicle to remote sites, HACLA events, and other locations to set up Audio/Visual equipment.
  • Perform other related duties as assigned.

KNOWLEDGE, SKILLS, ABILITIES:
Knowledge of principles and best practices with budget projections applicable to the implementation and support of business applications; modern office equipment and procedures; laws, regulations, resolutions, and codes applicable to organization's business needs.
Ability to maintain knowledge of evolving technology and current business practices and trends; ability to effectively prioritize and execute tasks while under pressure; ability to interpret and understand the organization's goals and objectives; ability to understand business requirements and translating them into specific software requirements; ability to establish and maintain effective working relations; exercise independent judgment in a professional and competent manner; ability to be logical and efficient with acute attention to detail.
Excellent analytical, mathematical, and creative problem-solving skills; excellent listening, interpersonal, written, and oral communication skills; highly self-motivated and self-directed with strong customer service orientation abilities.
EXPERIENCE AND EDUCATION
Experience:
Minimum of (5) five years' experience in information technology with emphasis on business systems analysis; software development for business process automation; technology system design, implementation and testing for business process optimization. Advanced experience with Microsoft Excel and Microsoft SQL desired.
Proven experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development preferred.
The ideal candidate will have demonstrated project management skills and project management software skills, including planning, organizing, and managing resources
Education:
Graduation from an accredited college or university with a Bachelor's degree in Information Technology, Computer Science, Business Administration or closely related field.
License or Certificate
Desirable Qualification: International Institute of Business AnalysisTM (IIBAยฎ) Certifications such as Certified Business Analysis Professional (CBAPยฎ), and/or Certification of Capability in Business AnalysisTM (CCBAยฎ) or similar certification
Special Requirement: Must possess a valid California class 'C' driver's license.
