What You Will Do
The Intelligence and Systems Group (A-2) provides the opportunity for you to collaborate with a team of analytical and technical experts in the areas of foreign threat reduction, counter-weapons of mass destruction, counterterrorism, and foreign nuclear systems. Our staff focuses upon a broad spectrum of nuclear and non-nuclear system applications impacting U.S. national security. You will have the opportunity to lead high-impact intelligence analysis that shapes national security decisions at the highest levels of the U.S. government. Working under the auspices of the Los Alamos National Laboratory (LANL) Field Intelligence Element (FIE), the Intelligence Analyst-3 (IA-3) or Intelligence Analyst-4 (IA-4) composes analyses and/or oversees the review, revision, and production of analyses prepared for the U.S. technical, intelligence, and/or policy communities regarding the capability and intent of nation-state and/or sub-national actors who may pose a threat to U.S. national security.
With great breadth in the programs supported by A-2, it is not essential for candidates to have expertise in all technical areas of interest. Depending on the specific skill set of the selected candidate, there will be opportunities to work in one or more of the following areas:

• Respond to threats and provide analytical and/or technical support.
• Research, analyze, and produce intelligence products regarding emerging disruptive technologies impacting U.S. national security.
• Research, analyze, and produce intelligence products characterizing nuclear-related materials, nuclear security, and/or nonproliferation.
• Research, analyze, and provide analytical and/or technical support to nuclear and/or non-nuclear systems for U.S. national security.

There are opportunities for technically advanced analytical work performed here to be published in journals or conference proceedings.
Apply your analytic expertise in one or more of these areas:

• Analytic tradecraft: Intelligence Community Directive 203 for Analytic Standards; development of intelligence products at all stages of the publication process; evaluation and coordination of intelligence analysis.
• Nuclear topics: weapon design, weaponization, testing, engineering, improvised devices, security, trafficking, materials, forensics, fuel cycle, weapon delivery, facilities and infrastructure, policy, proliferation, and strategic trade control.
• Technology topics: artificial intelligence, biotechnology, quantum technology, semiconductors and microelectronics, space technology, advanced materials, advanced manufacturing, advanced communications, and other fields.

Collaborate across LANL, other DOE laboratories, the Intelligence Community, and government stakeholders. You will work with the nation's top scientists and intelligence professionals in feedback-driven teams that prize creativity, diverse perspectives, and rigorous analytical thinking.
Drive mission growth and innovation by securing internal or external funding; lead proposal development efforts, supporting analytical scope of work for yourself and/or your team.
Mentor and lead junior staff and peers, providing analytic direction and fostering professional development while maintaining tradecraft standards demanded by the Intelligence Community and U.S. government.
This position will be filled at the Intelligence Analyst-3 (IA-3) or Intelligence Analyst-4 (IA-4) level depending on the skills of the selected candidate. Additional job responsibilities outlined below will be assigned if the candidate is deemed proficient and hired at the IA-4 level.
Intelligence Analyst-3 ($117,200 - $195,400)
You are expected to:

• Contribute to the LANL FIE by collecting content and generating an in-depth analysis for policy makers and the generation of content for the technical, intelligence and/or policy sponsors in areas such as chemical, biological, radiological, and nuclear weapons; energy security; cyber systems; imagery and other intelligence analysis.
• As required by the 2004 Intelligence Reform and Terrorism Prevention Act (IRTPA), attach a confidence level to each final product of intelligence analysis. This legal mandate requires a high level of accountability from the IA-3 for his/her work; in addition to internal supervisory review to meet institutional standards, at times internal and in some cases external, peer-to-peer evaluation.
• Create intelligence analyses by implementing a performance-oriented, risk-based model, encompassing continuing threat, gap and consequence assessment with relevant modifications to address new/emerging customer needs.
• Analyze and report on controlled and emerging technologies and their potential applications in fields of interest.
• Provide notification to relevant FIE points of contact and supervisory levels of pending changes.
• Submit representative set of analyses for review and any necessary revisions through an approved line and project chain of command to ensure product meets institutional standards, starting with project leader then program manager and group manager.
• Understand and adhere to all LANL and other regulatory guidance and governance specific to foreign visit and activities laws and regulations.

Intelligence Analyst-4 ($141,500 - $238,300)
In addition to what was outlined at the lower level, at this level the successful candidate will also:

• Demonstrate relevant, significant, advanced knowledge and in-depth experience in a field related to the laboratory's threat reduction mission, expertise in one or more U.S. counter-weapons of mass destruction, counterterrorism, and/or general intelligence.
• Demonstrate understanding of and ability to mentor and/or instruct others in the fundamental and more in-depth intelligence analysis process while having the ability to resolve a range of issues with creativity and insight gained through hands-on experience with classical intelligence-derived information.
• Provide technical input with complete analyses on highly complex national security problems that may involve multiple variables, varying degrees of information quality and reliability, and numerous interconnected relationships.
• Ensure that appropriate problem-solving approaches are applied to LANL FIE products, and develop as needed innovative modifications to the problem-solving approaches, manage his/her resources to accomplish assigned tasks, and aid in the fundamental and/or in-depth development of junior level analysts (IA-1, IA-2, and/or IA-3) in these methodologies.
• Collaborate with other analysts and management to ensure that products under his/her direction are responsive to customer needs and assist with the review of work and development of junior analysts in meeting customer needs.

What You Need
Minimum Job Requirements:

• Ability to obtain Q and SCI clearances; this requires U.S. citizenship.
• Strong record of effective written analytic communication to technical and non-technical audiences and readerships.
• Thorough knowledge and experience in one or more analytic disciplines related to A-2's mission.
• Thorough knowledge and experience in the U.S. intelligence and/or counterintelligence communities.
• Thorough knowledge and experience in the principles, practices, and methodology in the collection, analysis, evaluation, interpretation and dissemination of intelligence information concerning national security.
• Thorough knowledge and experience in requirements for properly handling, protecting, and controlling classified material; knowledge of classified material policies and procedures.
• Demonstrated effective communication skills with team members, colleagues/peers, direct reports supervisors and support staff, and limited sponsor contact, both orally and in writing.

Additional Job Requirements for (IA -4):

• Ability to lead the development and implementation of project management plans for moderate to large high-risk analytic projects including the development of scope, schedule, budget, risks, and define deliverables at project or program level.
• Proven ability to manage multiple tasks, set direction of a team, and achieve long-term goals.
• Demonstrated mentoring experience or instruction of staff in methodologies required to conduct analytic projects and produce IC products.
• Ability to acquire internal/external funding for self and others.

Education/Experience at lower level: Position requires a Bachelor's Degree and 10 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Position requires a Bachelor's Degree and 13 years of related experience; or an equivalent combination of education and experience directly related to the occupation

Work Environment:
Work Location : The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q/SCI (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
