Security Clearance Required: Must possess an active Top Secret clearance with Sensitive Compartmented Information eligibility (TS/SCI) and be enrolled in Continuous Evaluation.

Duties & Responsibilities:

  • ICD 705 Training Instructor develops and delivers Instructor-led training courses on ICD 705 standards, construction security requirements, and Sensitive Compartmented Information Facility (SCIF) accreditation processes.
  • Provides instruction on construction security oversight, including roles and responsibilities of Construction Security Technicians (CST), Site Security Managers (SSM), and Site Security Coordinators (SSC).
  • ICD 705 Training Instructor prepares and updates training materials, lesson plans, and course content to ensure alignment with current ICD 705 policy, Intelligence Community directives, and Department of Defense guidance.
  • ICD 705 Training Instructor conducts training for personnel supporting CONUS and OCONUS ICD 705 construction projects, including MILCON environments.
  • Evaluates student performance through assessments, practical exercises, and scenario-based training; provides feedback and remediation as needed.
  • ICD 705 Training Instructor advises government and contractor personnel on ICD 705 compliance, construction security best practices, and risk mitigation strategies.
  • ICD 705 Training Instructor supports pre-construction, construction, and post-construction phases by incorporating real-world project experience into training scenarios.
  • Coordinates with program stakeholders to schedule and deliver training in support of mission requirements.
  • Provides subject matter expertise on ICD 705 construction security during inspections, site assessments, and accreditation activities as required.
  • Maintains training records, attendance logs, and certification documentation in accordance with contract requirements.
  • ICD 705 Training Instructor supports continuous improvement of training programs by incorporating lessons learned, after-action reviews, and updated policy guidance.
  • ICD 705 Training Instructor mentors and coaches junior instructors and security personnel on ICD 705 requirements and instructional techniques.
  • Ensures all training is delivered in compliance with applicable security policies and operational requirements.
  • ICD 705 Training Instructor will perform other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Must be able to perform the essential functions of the position, including standing for extended periods, walking long distances, climbing stairs and ladders, and carrying equipment.
  • Must have the knowledge, skill and abilities to provide a 24-hour SSM Training Course, and a 40-hour CST at Beale AFB, CA to anyone fulfilling the role of SSM, Deputy SSM, or SSC.
  • Must have a solid understanding of the ICD/ICS 705.

Minimum/General Experience:

  • The ICD 705 Training Instructor shall have a minimum of three (3) years' experience working on one or more ICD 705 construction project(s) OCONUS.
  • The ICD 705 Training Instructor shall have successfully conducted at least fifteen (15) training courses on ICD 705 and construction site security principles within the five (5) year period prior to the contractor's initial proposal.
  • The ICD 705 Training Instructor shall be a Certified Master Trainer with a minimum of five (5) years of experience providing ICD 705 training.
  • The ICD 705 Training Instructor shall have experience working on at least five (5) different ICD 705

construction projects, with at least two (2) being Outside the Continental United States (OCONUS)

and one (1) being Military Construction (MILCON) projects.

  • The ICD 705 Training Instructor shall possess a minimum of seven (7) years' direct experience working on ICD 705 construction projects, with at least four (4) years in a leadership/management role. Direct experience is defined as working at the project location as a CST, SSC, SSM, or Subject

Matter Expert (SME). Leadership/Management roles are defined as SSM, SSC, or CST-Lead.

  • Must possess an active Top Secret clearance with Sensitive Compartmented Information eligibility (TS/SCI) and be enrolled in Continuous Evaluation.

Minimum Education:

High School Diploma, or equivalent
