Job description

ASRC Federal Highland Technology Inc is seeking Human Resource Specialist to manage the end-to-end talent acquisition lifecycle for our customer. 

Work Location: Washington DC

Key Responsibilities

In this role, you will provide comprehensive HR services with a focus on federal staffing regulations and expedited hiring authorities. Your primary duties include:

  •  Develop and post job announcements via Delegated Examining Unit (DEU) and Merit Promotion (MP) channels. You will manage these actions through USA Staffing and USA Jobs.

  • Conduct job analysis reviews, perform applicant assessments, and adjudicate eligibility and qualifications.

  • Apply Veterans’ Preference and ensure all actions comply with OPM regulations and merit-system principles.

  • Advise management on hiring flexibilities and special authorities, such as Direct Hire, VRA, Schedule A, and Schedule B, to accelerate recruitment timelines.

  • Generate hiring certificates, process personnel actions, and track timelines for various recruitment phases to ensure no "bottlenecks" in the pipeline.

  •  Utilize deep knowledge of DEU Certification to streamline the selection of qualified candidates for specialized law enforcement roles.

Qualifications & Requirements
  • Minimum of a High School Diploma (HSD) or equivalent with 5 years of experience or a bachelor's degree in a related field with 1 year experience.

  • Demonstrated experience with USA Staffing, USA Jobs, and OPM assessment tools.
  • Strong understanding of Delegated Examining (DE) procedures and Schedule B Hiring Authority.

  •  Proven track record in conducting job analyses and eligibility adjudications.

  •  Ability to provide clear, actionable advice to hiring managers regarding workforce flexibilities and special hiring authorities.

  • Federal government HR related experience required.
