GENERAL DESCRIPTION

Human Resources Manager oversees the human resources and its day-to-day functions, ensuring compliance with employment laws, fostering a collaborative workplace, and supporting the organization's strategic goals. Key responsibilities include compliance with HR laws, policy implementation, recruitment, onboarding, offboarding, benefits administration, performance evaluations, and staff compensation management. KEY RESPONSIBILITIES

  • Develop and implement HR strategies aligned with organizational goals

SKILLS AND QUALIFICATIONS

ESSENTIAL FUNCTIONS:

  • Manages Human Resources activities, as appointed, in one of the following sections: compensation and records, employee benefits, the employee assistance program, HR technology and staffing services.
  • Manages and provides overall direction to the appointed section staff.
  • Completes special projects and establishes new policies and programs that improve overall efficiency of the human resource functions in the agency.
  • Consults with all levels of management regarding human resources policies, procedures and programs specific to area of assignment.
  • Performs related work as assigned.


Requirements:

QUALIFICATIONS AND EXPERIENCE:

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, human resources management or closely related field. HR Certification is preferred. (One year of relevant experience may be substituted for each year of required education.) Requires six (6) years of progressively responsible HR professional experience specifically in the areas of staffing, compensation, organizational development, HR technology, and/or benefits depending upon the area of assignment or closely related experience including four (4) years of supervisory experience or closely related experience.

WORK CONDITIONS:

  • Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals, and to communicate orally and in writing.
