Job description

The mission of the Center for Health Information and Analysis (CHIA) isย toย monitorย the Massachusetts health care system and to provideย reliable information and meaningful analysis for thoseย seekingย toย improve health care quality, affordability, access, and outcomes.ย ย 

This position performs data compliance review and analysis of data collected by CHIA from service providers within Massachusetts and payers for residents and employers of the state.ย ย This requires close interaction with a wide range of internal and external parties including technical staff, data analysts, billing/coding staff, business unitย staffย and various levels of management.ย ย Provides front line support on MA APCD and/or Case Mix Data Sets and other discharge/claim/cost level data, submission guidelines, definitions, dataย mappingsย and Fileย Secure/CHIA Submissions usage. Ensure that variance standards areย maintainedย andย workย to obtain the highest percentage of data possible. This position requires the ability to be a subject matter expert of the CHIA data specifications, rules andย editsย and the ability to communicate this information to the carriers/providers.ย ย Performs troubleshooting of data issues andย identifiesย resolutions to both technical and non-technical problems. Work closely with programmers and other staff on updates and enhancements to the data collected and the edits performed.ย ย 

The Health Care Data Liaison will ensure theย timelyย collection of payer and provider data/reports and recommend processes to improve project management efficiency. Under the direction of the Associateย Director ofย Hospitalย Dataย Intake andย Compliance, the Liaison will draft and edit memoranda, external communications,ย analytical reports andย be involved in the development of new areas of data collecting and policy reporting for the agency.ย ย 

At CHIA, we foster a flexible, collaborative environment, offering a hybrid model that balances in-person and remote work. Our hybrid model includes working from our vibrant Boston office at 501 Boylston Street for at least two designated days per week, with the flexibility to work remotely onย others. Specifically,ย as the Health Care Data Liaison, you will have the opportunity to:ย 

  • Act as Liaison between the MA APCD and/or Case Mixย submitters by providing front lineย support (telephone, email,ย teleconferenceย and meetings) on MA APCD and/or Case Mixย Data Sets and other discharge/claim/cost level data, definitions,ย dataย mappingsย and Fileย Secure/CHIAย Submissions usage.ย 

  • Work with assigned carriers/providers in theย initialย set up andย development ofย submittingย MA APCD and/or Case Mix test andย production data.ย 

  • Work with assigned carriers/providers to receive,ย analyzeย andย provide direction on Variance Requests to obtain the highestย percentage of data possible andย establishย timelines for theย carriers/providers to achieve threshold levels.ย 

  • Work directly with the data submissions by querying andย reviewing files and reports toย assistย submitters in problemย resolution.ย 

  • Assistย carriers/providers in troubleshooting their submissions.ย ย 

  • Assistย carriers/providers in resolving both technical and nontechnical issuesย pertaining toย the submission ofย MAย APCD/Case Mix/Cost data, edits, errors received andย dataย validation.ย 

  • Identifyย issuesย pertaining toย a submission and discussย withย carrier/provider,ย assistย with remediationย strategy, andย timelineย forย correction.ย 

  • Work closely with stakeholders to understand their needsย andย uses,ย assistย in monitoring whether the data submissionsย meetย those requirements andย standards.ย 

  • Work closely with other teams toย identifyย and resolveย issues.ย 

1.ย Work with assigned analysts, business units, sisterย agencies inย identifyingย and resolving issuesย pertainingย toย a submission, across submissions and across fileย types.ย 

2. Work with analysts, business units, sisterย agencies toย interface with data providers to resolveย ย  issues.ย 

3. Work with analysts, business units, sister agencies toย assist in analysis and watch for defined outcomes.ย 

4. Work with data enhancement team and data releaseย team to ensure quality andย verification.ย 

  • Serve as subject matter expert for data collection, file layout,ย fieldย contents.ย 

1. Assist with andย maintainย dataย documentationย development and maintenance.ย 

2. Assist with workgroup preparation,ย participationย andย support.ย 

3. Assist reporting groups to understand the data.ย 

4. Work with internal and external agency stakeholders toย provide liaison support, arrange meetings betweenย submitters and dataย usersย and provide outreach onย data questions.ย 

  • Educate the internal and external stakeholders on MA APCDย and/or Case Mix data, submissionย formatsย and edits.ย 

  • Participate in ad hoc projects related to team and agency-wideย initiatives; this may include dataย analysesย and quality assurance.ย 

  • Consistently deliver high-quality services to internal and externalย stakeholders while continually seeking opportunities to increaseย customer satisfaction and deepen customer relationships.ย 

  • Perform submission level QA on the data andย assistย data analysts in cleaning, validation, standardization, and creativeย analysis to ensure the best quality of data possible;ย assistย inย 

  • business unitย testing ofย updates/changes.ย 

  • Identify potential processes for automation to assist in dataย compliance monitoring.ย 

PREFERRED QUALIFICATIONS:ย 

  • Experience working with medical claims, membership, andย associated data.ย 

  • Experience in customer services for medical claims,ย membership, and associated data collection.ย 

  • Experience working with large data files.ย 

  • Ability toย identifyย and forecast problems,ย exploreย answers,ย make recommendations, andย initiateย and execute solutions.ย 

  • Demonstrated ability to evaluate data,ย to drawย conclusionsย andย makeย appropriate recommendations.ย 

  • Ability to learn new software applications and techniquesย related to data submission and compliance.ย 

  • Ability to develop rules for required edits and reports toย effectively initiate change order requests.ย 

  • Ability to translate needs, issues, and ideas into effective actionย plans.ย 

  • Ability to manage workload to simultaneously makeย goodย progressย on several projects with overlapping deadlines.ย 

  • Ability to work independently and effectively with other members of the agency and the carrier/provider community.ย 

  • Excellent interpersonal skills: verbal, written, and presentation.ย

Applicants must have at least (A) two years of full-time, or equivalent part-time professional experience in business administration, health care planning or administration, public health policy or administration, human services policy analysis or administration or economics, the major duties of which included financial analysis of costs, expenses and revenue and/or the development, implementation and monitoring of financial reimbursement systems, or (B) any equivalent combination of the required experience and the substitutions below.ย ย 

Substitutions:ย ย 

I.โ€ฏA Bachelor's or higher degree with a major in health care administration, hospital administration, public health or health services administration, accounting, business administration, businessย management, public policy, publicย administrationย or economics may be substituted for the required experience.ย ย 

Analyst IIย 

Applicant must have at least (A) three years of full-time, or equivalent part-time professional experience in business administration, finance, accounting, health care planning or administration, public health policy or administration, human services policy analyses or administration, economics, or a similar field; or (B) any equivalent combination of the required experience and the substitutions below.ย ย
