The Rural Health Program Manager will lead the implementation of SciTech Scity's Rural Health Transformation initiatives, serving as the executional layer responsible for deploying innovative healthcare solutions across rural communities throughout New Jersey. Working closely with health systems, community organizations, technology companies, government agencies, and clinical partners, this role will manage the full implementation lifecycle—from identifying priority healthcare challenges through implementation, evaluation, and statewide scale.
This position requires an experienced project leader who can coordinate complex, multi-stakeholder initiatives, translate strategy into execution, and ensure innovative care models become sustainable components of routine healthcare delivery.
The Rural Health Program Manager will report to the Senior Director of the SciTech Scity Innovation Hub and work collaboratively with a team of program managers. This position requires travel throughout the State of New Jersey, with a significant portion of travel taking place in South Jersey.
*This is a grant-funded position with current funding secured for a four-year period. Continued employment is contingent upon the ongoing availability of grant funds.

What You’ll Do
The Rural Health Program Manager’s responsibilities will vary depending on the needs of the business but will focus on some combination of the following essential functions.
Lead Rural Health Transformation projects from planning through deployment and scale.
Develop execution plans, project timelines, budgets, and risk mitigation strategies.
Coordinate implementation across health systems, community providers, government agencies, technology vendors, and implementation partners.
Maintain detailed project documentation, project dashboards, and executive reporting.
Manage relationships with technology vendors and delivery partners, including contract management, SOW development, procurement activities, and ongoing performance tracking.
Provide day-to-day direction and oversight to project coordinators, ensuring work is completed on time and aligns with program objectives.
Facilitate provider discovery sessions, workflow assessments, and stakeholder interviews to identify priority needs.
Work closely with clinical and operational leaders to design deployment strategies that integrate seamlessly into existing workflows.
Coordinate training, onboarding, and change management activities for provider organizations.
Support implementation in resource-constrained environments through proactive coordination and operational problem-solving.
Build trusted relationships with rural providers, community organizations, and local healthcare leaders.
Coordinate implementation readiness assessments and due diligence for potential digital health and service solutions.
Monitor project progress using both traditional healthcare metrics and leading indicators such as provider trust, workflow fit, adoption, and patient engagement.
Facilitate continuous feedback loops between providers, technology partners, and internal teams.
Document lessons learned and translate findings into best practices and operational guidance.
Support day-to-day engagement with the New Jersey Department of Human Services and other state agency partners, preparing materials, tracking action items, managing program activities, and ensuring alignment with grant and program objectives.
Support identification of emerging rural healthcare priorities and opportunities for future initiatives.
Develop replication playbooks, implementation frameworks, and resource guides that enable expansion across additional rural communities.
Coordinate with state agencies, payers, and strategic partners to support sustainability and reimbursement strategies.
Identify opportunities to leverage existing partnerships and build new collaborations that strengthen the Rural Health Transformation program.
Prepare executive briefings, reports, presentations, and stakeholder communications.
Coordinate meetings, workshops, and cross-sector working groups.
Track project milestones, deliverables, budgets, and reporting requirements.
Support grant reporting, funding opportunities, and program communications as needed.
Bachelor's degree required.
6+ years of professional experience in healthcare, project coordination, nonprofit management, consulting, public health, research, startups, or a related field.
Experience coordinating projects involving multiple stakeholders is preferred.
Desired Knowledge, Skills, & Abilities (KSAs)
Working knowledge of U.S. healthcare landscape, including innovation trends, regulatory frameworks, and payment models
Ability to work collaboratively with a team and manage multiple priorities at once. Prior experience supervising staff or project teams is preferred.
