Position Summary
The Payroll Manager is responsible for overseeing all payroll operations and labor cost reporting, ensuring employees are paid accurately and on time while maintaining compliance with federal, state, local, and union regulations. This role will lead payroll staff, partner cross-functionally with HR, accounting, and operations, and support both salaried and union-based payroll populations.
Key
ResponsibilitiesPayroll Operations
Manage weekly payroll processing for office staff and provide oversight and support for union field payroll
Calculate wages, salaries, bonuses, deductions, commissions, and allowances
Administer onboarding and offboarding payroll activities for office and field employees
Maintain accurate payroll records and ensure timely payroll tax payments
Union & Labor Reporting
Prepare and submit monthly union reports and payments
Develop working knowledge of collective bargaining agreements
Oversee annual union rate and labor burden updates
Vehicle & Mileage Administration
Certified Payroll & Utilization Tracking
Compliance & Regulatory Reporting
Prepare and file quarterly and annual payroll tax reports (including SUTA and federal filings)
Oversee preparation and distribution of W-2s and required benefits reporting forms
Stay current on payroll legislation and regulatory changes
Leadership & Management
Supervise, train, and mentor a small payroll team
Establish and improve payroll policies, procedures, and internal controls
Reporting & Collaboration
Prepare payroll-related reports and analyze discrepancies
Partner with HR, accounting, labor coordinators, and operations teams
Benefits Administration Support
Ensure accurate processing of benefit deductions
Reconcile benefit payments and contributions, including retirement plans
Qualifications
Education & Experience
Bachelorโs degree in accounting, finance, or a related field preferred
5+ years of payroll management experience, ideally in construction or union environments
Strong working knowledge of payroll regulations and best practices
Skills & Competencies
Proficiency with payroll systems and Microsoft Excel
Strong analytical, organizational, and problem-solving skills
Proven leadership and team management experience
Effective communication skills for working across departments
