JOB SUMMARY:

The GIS & CMMS Administrator is responsible for the administration, maintenance, development, and optimization of the Authorityโ€™s Geographic Information System (GIS) and Computerized Maintenance Management System (CMMS). This position supports the Authorityโ€™s water distribution and wastewater collection systems by ensuring accurate, reliable, and accessible spatial and asset management data for operations, engineering, customer service, administration, and leadership teams.

The position serves as the technical lead for GIS and CMMS platforms, supporting utility asset management, work order processing, infrastructure mapping, mobile field applications, reporting, and data integration initiatives. The GIS & CMMS Administrator collaborates closely with field and office staff to improve operational efficiency, support decision-making, and advance the Authorityโ€™s strategic technology and infrastructure goals.

ESSENTIAL FUNCTIONS:

GIS Administration & Asset Management

  • Administer, maintain, and optimize the Authorityโ€™s GIS environment, including ArcGIS Enterprise, ArcGIS Online, geodatabases, servers, and mobile GIS applications.
  • Maintain accurate utility infrastructure mapping and spatial datasets for water distribution and wastewater collection systems.
  • Develop, update, and manage GIS layers, maps, dashboards, web applications, and reporting tools.
  • Maintain asset inventories and attribute data within the asset management system and ensure alignment between GIS and CMMS datasets.
  • Oversee GIS system security, user permissions, backups, performance optimization, and data integrity.
  • Serve as the primary point of contact for GIS vendors, consultants, and software/data providers.
  • Manage mobile GIS workflows, including GPS data collection, field verification, and real-time data updates.
  • Perform spatial analysis and data integration to support operational planning, engineering projects, maintenance activities, and capital improvement initiatives.
  • Support emergency response activities by providing mapping, asset, and operational data during water main breaks, sewer overflows, storm events, or other emergency situations.
  • Lead or assist with GIS-related projects, including data migrations, utility network implementation, infrastructure mapping, and system upgrades.

CMMS Administration & Work Order Management

  • Administer and maintain the Authorityโ€™s CMMS environment, including applications such as Antero and Cartegraph.
  • Serve as the subject matter expert for CMMS platforms and related workflows.
  • Support and optimize CMMS processes for all departments, including work order creation, scheduling, preventive maintenance, asset tracking, and reporting.
  • Develop and maintain standardized CMMS procedures, workflows, and best practices.
  • Provide technical support and training to staff regarding CMMS functionality, workflows, and data entry standards.
  • Generate reports, dashboards, and scheduling information to support operational planning and management decision-making.
  • Assist with asset lifecycle planning, maintenance tracking, and long-term infrastructure management initiatives.
  • Coordinate with operations and engineering staff to improve system efficiencies and data accuracy.

Collaboration, Training & Organizational Support

  • GIS & CMMS Administrator work collaboratively with operations, engineering, customer service, administration, and leadership staff to support organizational goals and technology initiatives.
  • Train staff on GIS tools, mobile applications, asset management systems, and data management procedures.
  • Assist with the development and implementation of policies, procedures, and standards related to GIS and CMMS operations.
  • Maintain accurate records, documentation, and system procedures.
  • Support continuous improvement initiatives related to asset management, infrastructure data, and operational workflows.
Requirements:

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

ยท Strong proficiency in GIS software, spatial databases, and data modeling.

ยท Experience with GPS/mobile data collection tools (e.g., Collector, Field Maps, Survey123).

ยท Familiarity with CMMS systems (Cityworks, Cartegraph, Lucity, Maximo, etc.).

ยท Understanding of water/wastewater infrastructure and utility mapping standards.

ยท Knowledge of SQL, Python, Arcade, or automation tools (preferred).

ยท Ability to read and interpret utility plans, as-builts, and engineering drawings (preferred).

ยท Strong analytical and problem-solving abilities.

ยท Excellent communication and documentation skills.

ยท Ability to manage multiple projects and deadlines.

ยท Analyze technical and operational issues and develop effective solutions.

ยท Interpret and apply Authority policies, procedures, and technical standards.

ยท Communicate technical information clearly to both technical and non-technical users.\

ยท Train and support users on GIS and CMMS systems and workflows.

ยท Maintain accurate and organized records and documentation.

EDUCATION & EXPERIENCE

  • Bachelorโ€™s Degree from an accredited college or university in GIS, Geography, Environmental Science, Engineering, Information Systems, or a related field; or an equivalent combination of education and experience.
  • Three (3) to seven (7) years of experience in GIS administration, spatial data management, utility mapping, asset management, or related work.
  • Experience working with water and wastewater systems or municipal utilities is preferred.
  • Experience with CMMS systems and asset management software is preferred.
  • Experience administering Esri ArcGIS Enterprise and ArcGIS Online environments is preferred.
