Job description

Position Summary:; This position will develop and/or maintain business requirements, test plans and test cases and perform functional and regression testing on applications. This position will also support production applications.

Additional Information:

  • Security Requirements:; Mandatory ITS Security Agreements and Fingerprint-based Background Check
  • Training Requirements:; The candidate will have to complete the mandatory training from OER
  • Knowledge Transfer:; Resource will work with State staff to ensure that sufficient document/artifact reviews take place during the engagement. Resource will perform tasks associated with the KT Project plan including cross training and overviews for completed projects. Written documentation may be required
  • Travel Frequency and Locations:; No travel anticipated for this engagement


Day-to-Day Tasks:


  • Analyze system documentation and system artifacts to develop an understanding of the associated business process.
  • Elicit business system requirements using one or more of the following methods: analyze current processes, interview users, conduct group meetings, review/analyze existing documentation or system artifacts.
  • Document and analyze as is and to be business processes.
  • Develop or maintain high-level and detailed system requirements in the form of clear business requirements documents, context diagrams, process flow diagrams, data dictionaries, and use cases.
  • Develop or maintain test plans and detailed test cases.
  • Develop or maintain user acceptance testing plans and help desk support guides.
  • Develop detailed functional and system tests from documented system requirements. Ensure appropriate test coverage by mapping system requirements to test cases.
  • Develop or contribute to the development of regression tests and/or user acceptance tests.
  • Execute functional and system tests, including regression tests. Participate in user acceptance testing.
  • Identify and document application defects and track to resolution, performing retesting as required.
  • Identify and document deficiencies in system documentation (e.g., missing or ambiguous requirements) identified during the testing process.
  • Respond and work-through incident tickets submitted by users of business applications.


Requested Qualifications:


  • 84 months experience eliciting business requirements from business customers or system artifacts and maintaining such requirements.
  • 84 months experience developing business requirements and process documentation such as use cases, process flows, screen mock-ups, and data dictionaries.
  • 84 months experience creating test plans and test cases, executing functional and system tests including regression tests. Ensure appropriate test coverage by mapping system requirements to test cases.
  • 84 months identifying and documenting application defects, tracking defects to resolution, and performing retesting as required.
  • 24 months experience with systems related to criminal justice processing (including but not limited to: statistical reporting, disposition processing, fingerprint identification processing, criminal history updating, Sex Offender management, tracking of Wanted/Missing persons, or other applications utilized by law enforcement.
