Project Overview:
The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, being constructed adjacent to a hyperscale data center campus. The facility includes multiple power generation technologies consisting of Solar Titan 130 gas turbines, Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems (BESS), substations, and associated balance of plant infrastructure. The scope includes major civil, mechanical, electrical, structural, underground utility, control systems, and commissioning works required to support phased energization and turnover of the facility. Construction will be executed through a combination of direct hire and subcontracted labor supported by modularization, pre-assembly, offsite warehousing, and advanced work packaging methodologies
Job Summary:
Performs expediting activities on a project in accordance with Project Procurement and Functional Expediting Procedures. Ensures the timely delivery of materials and equipment to meet project needs. May at times be responsible for supervision, direction and monitoring of Expediting Specialists. Coordinates expediting activities with project management, project procurement, engineering, construction, startup, planning and scheduling, area expediting, and others assigned to the project team. Maintains relationships with suppliers at operational levels to monitor the progress of material and equipment orders. Coordinates with area expediting personnel assigned to perform project visits.
Job Dimensions
A. Supervision Received
  • Reports to and receives operational direction from the project Expediting Supervisor.
  • Receives functional direction and support from the Energy Expediting Manager.

  • Coordinates expediting activities with project management, project procurement, engineering, construction, startup, planning and scheduling, area expediting, and others assigned to the project team.
  • Maintains relationships with suppliers at operational levels to monitor the progress of material and equipment orders.

Major Responsibilities:
  • Participates in the planning, staffing, and budgeting of project and area expediting operations for medium sized projects.
  • Identify need for Supply Chain Risk Assessments record in the Supply Chain Assignment Schedule (SCAS)
  • Develop Area Expediting and Delivery Management Budget. Specifically, Identify those suppliers/packages that require Delivery Managers and/or Area Expediters.
  • Coordinates with Project Supplier Quality on all scopes and follow project procurement communication plans.
  • Monitors expenditure of project and area expediting job hours and costs to ensure operations are within budget.
  • Monitors internal billing for compliance.
  • Represents Expediting at project team meetings.
  • Distributes workload to assigned project expeditors according to the experience and ability of the expeditor, the degree of complexity of the work and the urgency of the need for action.
  • Contacts suppliers to obtain timely submission of engineering data, and to follow-up on material acquisition, production progress and shipment.
  • Evaluates production schedules and progress reports from suppliers to determine if their programs and work progress meet jobsite requirements.
  • Compiles data needed to prepare the critical items reports or other supplementary reports as required.
  • Coordinates the accumulation of data from project expediters and issues reports for the expediting group.
  • Coordinates with planning and scheduling, field material coordinators or jobsite project expeditors and construction to establish priorities, sequences, and required delivery dates and instructs suppliers accordingly.
  • Expedites Bechtel engineering for the timely review, approval, and return of engineering data submitted by suppliers.
  • Maintains a working file of expediting related documents and memoranda of conversations to record expediting activities. Maintains a system to initiate follow-up actions at appropriate times.
  • Provides information for area expediting assignments for prime and suborders, as necessary.
  • Monitors area expediting assignments, reviews expediting reports, and takes corrective action on problems identified in the reports.

Major Responsibilities(Condt.):
  • Updates Bechtel's Digital Supply Chain System (DSCS) and Supplier Performance Database.
  • Obtains copies of supplier's orders for material, performs sub-supplier expediting, where necessary, and works closely with supplier quality representatives to ensure awareness of materials subject to quality performance and their locations of manufacture.
  • Participates in pre- and post-award meetings to review and discuss schedules and potential problem areas that may impact required shipment dates.
  • Coordinates shipping arrangements or tracking requests with the project Logistics representative.
  • Reviews material receiving reports against shipping documents to verify that material has been received at jobsite. Assists in tracing missing material.
  • Subject to project requirements, monitors the issuance of material requisitions, and other project and procurement actions affecting material deliveries.
  • Assists in the development of project specific expediting procedures with the Expediting Supervisor and Project Procurement Manager.
  • Reviews area expediting assignments prepared by area expediting reports prepared by area expediting personnel for content, completeness and appropriateness.
  • Prepares supplier evaluations for input into the Global Supplier Information System.

Education and Experience Requirements:
  • Related bachelor's degree and at least 10 years' industry experience in aspects of expediting of major equipment and bulk materials; or at least 12 years' experience in expediting functions. Experience working large EPC projects in the Energy, Petrochemical industries.

Required Knowledge and Skills:
  • Proficient in interpreting schedules to ensure that realistic milestones are established, that required activities occur on time, and that interface between activities is maintained.
  • Skilled in oral and written communication skills regarding technical and production matters with both project and supplier personnel.
  • Understanding of Logistics and Source Inspection processes associated with global procurement of major capital equipment and bulk materials.
  • Preferred - familiarity with equipment and processes associated to LNG and/or Petrochemical plants.
  • Working familiarity with engineering and procurement practices, and general understanding of production methods.
  • Experience in expediting visits to supplier shops, monitoring supplier performance.
  • Capable of providing early warning to the Project Management of supplier deficiencies or schedule slippage.
  • Develop Risk Profile focusing on schedule, quality, technical, and commercial items. Provide input of potential impacts to risk profile with any changes in scope and/or supply. This will include using the Risk Identification, Control and Mitigation process.
