Fellowship Program Position: This Fellowship Program position is a full-time, temporary, limited term assignment not to exceed three years from the date of hire. It is intended for individuals that have graduated with a bachelor's degree or master's degree from an accredited college or university within the last 12 months.
The Health Policy Associate will support TRS Health's expanding policy and legislative workload by assisting in bill analysis, fiscal impact evaluation, policy research, and development of policy recommendations. The incumbent will contribute to the agency's ability to respond to legislative activity, analyze evolving healthcare policy, and provide timely, data-driven insight to internal leadership, the TRS Board, and legislative stakeholders. This position will proactively work with Health division staff, and agency employees.
WHAT YOU WILL DO:
Legislative Analysis & Policy Supportโ€ข Assists in reviewing and analyzing legislative bills impacting TRS Health programs
โ€ข Supports preparation of fiscal notes and policy summaries
โ€ข Helps synthesize legislative and regulatory changes into clear, actionable recommendations
โ€ข Tracks and document policy developments and maintain consistent analysis records
Policy Research, Development & Communicationโ€ข Conducts research on healthcare policy trends and regulatory changes.
โ€ข Assists in evaluating financial and operational impacts of proposed legislation and policy changes.
โ€ข Assists in modeling efforts to assess cost and benefit implications of policy options.
โ€ข Assists in evaluating the impact of coverage decisions on cost, utilization, access, and member experience.
โ€ข Assists in drafting policy papers, briefing materials, and reports for internal leadership, the TRS Board, and legislative stakeholders.
โ€ข Supports development of recommendations to guide health plan strategy and decision making related to benefit design and coverage.
โ€ข Coordinates input from vendors and internal stakeholders to support comprehensive policy analysis.
โ€ข Ensures documentation is consistent, accurate, and aligned with agency standards.
Fellowship Programโ€ข Participates in trainings and projects related to the TRS Fellowship Program including webinars, quarterly check-ins, classes or other learning activities, book group, projects and the mentoring program.
โ€ข Meets TRS Fellowship Program deadlines and goals for completion of trainings in deliverables in a timely manner.

WHAT YOU WILL BRING:
Required Educationโ€ข Master's degree from an accredited college or university in Public Policy, Public Affairs, Health Policy, or a closely related field awarded within the last 12 months.
