About the Opportunity

Technical & Engineering Consulting LLC is seeking an experienced Electrical Project Manager to support a major capital expansion project within a leading pharmaceutical manufacturing facility in Carolina, Puerto Rico.

This role is ideal for a project management professional with strong experience leading capital projects, electrical infrastructure, and multidisciplinary engineering teams in a regulated cGMP environment. The selected professional will serve as the Owner's Representative, overseeing projects from conceptual design through operational verification while ensuring safety, quality, schedule, and budget objectives are achieved.

Key Responsibilities
  • Lead pharmaceutical manufacturing capital projects from concept through commissioning and operational verification.
  • Serve as the Owner's Representative, ensuring project execution aligns with business objectives and technical requirements.
  • Manage electrical infrastructure and power distribution construction activities.
  • Coordinate multidisciplinary teams including engineering, construction, contractors, and project stakeholders.
  • Monitor project scope, schedule, budget, quality, and risk throughout the project lifecycle.
  • Review engineering designs, project specifications, and contractor deliverables.
  • Evaluate and manage change orders while protecting project objectives.
  • Perform routine site walkdowns to monitor construction quality and progress.
  • Ensure compliance with cGMP requirements, OSHA regulations, engineering standards, and company procedures.
  • Develop project execution plans, schedules, budgets, and resource plans.
  • Maintain project documentation, financial reporting, and stakeholder communications.
  • Identify technical issues and implement effective solutions.
  • Champion a "Safety First, Quality Always" culture across all project activities.
Required Qualifications
  • Bachelor's Degree in Engineering or related technical discipline.
  • Minimum 5 years of capital project management experience within pharmaceutical or industrial manufacturing environments.
  • Experience managing projects valued at $5 million or greater.
  • Strong understanding of:
    • Electrical systems and infrastructure

  • Strong leadership, communication, and organizational skills.

  • OSHA 30 Certification.

  • Project Management Professional (PMP) Certification.
  • Previous experience working in Puerto Rico.
  • Experience leading cross-functional teams through influence rather than direct authority.
  • Continuous improvement mindset with demonstrated ability to drive change.
  • Strong interpersonal and stakeholder management skills.
