Job description

Summary of Functions:  Performs entry-level human resources management tasks to support a human resource area.  Work involves assisting in the administration and implementation of programs, policies, procedures, and state and federal statutes related to recruiting and employment, compensation and benefits, workers compensation and safety, employee relations and staff development, and payroll and time and attendance. Works under direct supervision with limited independent judgment related to hr matters; however, may resolve routine issues and answer routine inquiries.


Minimum Qualifications:

Education, Experience and Training:


 A Bachelor's degree from an accredited college or university in Business Administration, Human Resources or related field, or previous Human Resources experience.   

Special Requirements/Knowledge, Skills & Abilities:
Skilled in the use of standard software applications. Ability to communicate effectively verbally and in writing, and to establish and maintain effective working relationships with employees, departments and the general public.  Ability to gather, organize, and assist in analyzing narrative and statistical data; learn, interpret, and apply procedures, rules, and laws; basic knowledge of the principles of human resource management practices; state and federal laws pertaining to fair employment practices; and, equal employment opportunity.  Demonstrates a high level of confidentiality.


Physical/Environmental Requirements:
Standard office environment.

1. Performs entry level hr tasks for an assigned area  related to recruiting and employment, compensation and benefits, workers compensation and safety, employee relations and staff development, payroll and time and attendance, including answering routine questions and resolving routine issues.

   2. Prepares, conducts or assists in conducting basic level training programs in large departments and assists with the preparation and assembling of training materials and other training documents, scheduling of training classes and seminars for core hr, and setting up training room.

3. Assists in gathering and analyzing data as well as conducts or assists with special projects/studies related to the hr areas of salary administration (surveys), benefits, staff development, workers compensation, turnover (hiring/terminations), and other hr related studies.

4. Assists with new employee orientation, civil service hearings, unemployment compensation, employee insurance programs, and the updating of policies and procedures, including explaining basic hr policies and procedures.

5. Maintains databases and electronic statistics on work products and employee information, and assists in preparing various reports as required.

6. Performs other duties as assigned
