Job description

What You Will Do
This position is open for external candidates only to apply.
This position will be filled at either the STR Level 1 or STR Level 2, depending on the skills and experience of the selected candidate. Additional job responsibilities will be assigned if hired at the higher level.
Subcontract Technical Representative 1: ($80,400.00 - $127,900.00)
The Subcontract Technical Representative (STR) is responsible for the management and support of construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). The STR implements subcontract management in accordance with established Acquisition Services Management Division and Construction Management policies and procedures. The STR oversees and monitors performance in accordance with the terms and conditions of complex subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements.
The STR is the point of contact for all technical aspects of the subcontract for moderate or high-hazard work and is responsible for technical oversight of a subcontractor's performance under a subcontract. Technical oversight includes ensuring compliance with safety, security, and quality requirements set forth in the subcontract. The STR is not authorized to make commitments on behalf of LANL or change subcontract terms and conditions.
STR actions ensure subcontractor adherence to contract requirements, help prevent subcontractor failure, reduce project misdirection, prevent multiple lines of communication, provide appropriate technical guidance, preclude rework, and reduce compliance risk. The STR is the primary point of contact for LANL's project manager and develops working relationships with project managers and their teams to support successful execution of the subcontract.
STRs must possess a willingness and ability to work flexible schedules. Work assignments may require evening, night shift, and shifts outside the normal workday of 7:00 AM - 5:30 PM for substantial and indefinite periods.
Subcontract Technical Representative 2: ($96,600.00 - $158,000.00)
In addition to what was outlined at the lower level, at this level with include higher involvement in action line item projects and stakeholder involvement.

What You Need
Minimum Job Requirements:
Entry-level experience in the formation and administration of construction (or similar) subcontracts, including:
  • Bidder pre-qualification
  • Development of requests for proposals
  • Definition of subcontract scope
  • Compilation of bid requests
  • Receipt and evaluation of bids
  • Award
  • Monitoring subcontractor performance
  • Change order management and evaluation
  • Resolution of claims and disputes
  • Commissioning, testing, and close-out
Candidate must demonstrate relevant work experience in construction (or similar discipline) as a foreman, field engineer, contract administrator, procurement technician, or craft. Basic knowledge of multi-tiered organizational structures engaged in construction, manufacturing, or similar efforts. Ability to assist with ensuring subcontractor and STR training compliance, including maintaining site-specific training matrices. Basic knowledge of subcontract policies and procedures (inside or outside LANL) and flow-down requirements to subcontractors and sub-tiers. Ability to understand and comply with government regulations affecting construction subcontract management (or equivalent private-sector regulations). Good verbal and written communication skills, including preparation and presentation of reports. Basic knowledge of Safety Observations and field performance. Ability to research, assemble, and evaluate information related to industry practices or regulatory changes and recommend practical solutions. Ability to work effectively as a team member and participate in professional development and required training.
Additional Job Requirements for Level 2:
In addition to meeting the requirements outlined for STR Level 1, the STR Level 2 must demonstrate experience in the formation and administration of construction (or similar) subcontracts through all phases of subcontract development and execution. Understanding of complex multi-tiered organizational structures supporting construction or manufacturing efforts. Demonstrated experience with construction projects involving one or more of the following disciplines:
  • Civil work
  • Structural work
  • Architectural finishes
  • HVAC systems and controls
  • Exhaust systems
  • Auxiliary equipment
  • Fire alarm systems
  • Building Automated Systems
  • Electrical distribution systems
  • Multi-discipline building projects
Experience executing safe, secure, and quality construction projects involving multiple disciplines and/or trades. Demonstrated leadership skills, including setting and executing performance goals and mentoring others. Ability to oversee several diverse, multi-disciplined projects simultaneously. Understanding of project planning, scheduling, back charging, and cost control tools and methods.
Education/Experience Requirements:

Subcontract Technical Representative 1:
Bachelor's degree in Engineering, Construction, Contracts Law, Environmental Sciences, or related discipline and 2 years of directly related experience; or an equivalent combination of education and experience, including specialized coursework in contract management.
Subcontract Technical Representative 2:
Bachelor's degree in Engineering, Construction, Project Management, Contracts Law, Environmental Sciences, or related discipline and 5 years of directly related experience; or an equivalent combination of education and experience, including specialized coursework in contract management.

Desired Skills:

  • Experience in subcontracted construction phases such as design, procurement, supervision, environmental controls, quality assurance, safety, project controls, or waste management.
  • Familiarity with Standard Work Process Procedures at LANL, DOE facilities, or other 24/7 operational facilities (e.g., refineries, chemical plants, hospitals).
  • Basic understanding of LANL construction management division roles and responsibilities.
  • Familiarity with NQA-1 compliant subcontract execution.
  • Familiarity with system/component functional testing and commissioning.
  • Ability to oversee diverse multi-disciplined projects.
  • Entry-level understanding of project planning, scheduling, and cost control.
Desired (Level 2):
  • Experience in construction oversight disciplines such as Field Engineering, Superintendent, Construction Management, Project Management, STR, Waste Management, Safety, Quality, or Procurement.
  • Understanding and familiarity with LANL Standard Work Process Procedures.
  • Working knowledge of LANL Zero-Accident Safety programs (or equivalent industry programs).
  • Experience performing construction modifications in nuclear facility operations or other highly complex, hazardous operations.
  • Experience with NQA-1 compliant subcontract execution.
  • Experience with commissioning and functional testing.

Additional Details

Clearance: Q
(Position will be cleared to this level). The selected applicants will be subject to a federal background investigation and must meet eligibility requirements* for access to classified matters. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test:
The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
