Overview
Job Title: Entitlements Manager
Location: New York-Main Office
Department: Finance
Reports to: SVP Accounting and Financial Reporting FLSA/Status: Exempt/Full-Time
Position Summary
The Entitlements Manager is responsible for the oversight, administration, and strategic management of all public benefits and representative payee functions for individuals served by the agency's OPWDD and related programs. This role ensures the accurate acquisition, maintenance, safeguarding, and reconciliation of benefits including Medicaid, Social Security (SSI/SSD), SNAP, and other entitlements. The Entitlements Manager provides leadership to entitlement and benefits staff, ensures compliance with federal, state, and local regulations, and partners closely with Finance and Program staff to support fiscal integrity and audit readiness.

Responsibilities
Entitlements and Benefits Management
  • Oversee the acquisition, recertification, and ongoing management of Medicaid, Social Security (SSI/SSD), SNAP, and other public benefits.
  • Monitor eligibility, benefit levels, income changes, overpayments, and adjustments to ensure continued compliance and accurate funding.
  • Represent individuals and the agency with Social Security, Social Services, Medicaid offices, and other government entities.
  • Prepare and file appeals and fair hearings when benefit determinations are disputed.

Representative Payee and Client Funds Oversight
  • Oversee the full financial lifecycle of client funds managed under the Representative Payee Program.
  • Ensure accurate tracking of all client benefits, wages, rental subsidies, and other income.
  • Monitor and approve client disbursements, including PNA, rent, utilities, and vendor payments.
  • Ensure completion and timely submission of required annual Social Security Representative Payee reports, including review and verification of client financial activity to support accurate reporting.
  • Oversee monthly reconciliations of client and collective accounts.

Banking, Cash Controls and Systems Administration
  • Serve as primary liaison with banking partners for entitlement and representative payee accounts.
  • Oversee opening, maintenance, and closing of client accounts, including documentation and reconciliation.
  • Maintain strong internal controls for cash receipts, benefit checks, ACH deposits, and disbursements.
  • Oversee entitlement and payee financial systems, including user access and quality assurance.

Supervision, Leadership and Collaboration
  • Supervise, train, and support Entitlement Specialists and related staff.
  • Establish standardized procedures, controls, and documentation practices.
  • Collaborate with Program Operations, Finance, and Care Management teams on admissions and discharges.
  • Identify risks and implement corrective actions to maintain compliance.

Compliance, Reporting and Audit Support
  • Ensure compliance with SSA regulations, Medicaid rules, SNAP requirements, OPWDD standards, and agency policy.
  • Oversee preparation and submission of SSA Representative Payee reports.
  • Serve as primary contact for audits, reviews, and regulatory inquiries.

Qualifications
Required
  • Minimum four years of experience in entitlements, benefits administration, representative payee services, or nonprofit financial operations.
  • Advanced knowledge of Medicaid, Social Security (SSI/SSD), and SNAP programs.
  • Strong analytical, reconciliation, and supervisory skills.
  • Proficiency in Microsoft Excel and Word; experience with financial systems.

Preferred
  • Bachelor's degree in Business Administration, Accounting, Finance, Human Services, or related field.
  • Experience in an OPWDD-funded organization.
  • Familiarity with SSA POMS, Medicaid regulations, and internal control frameworks.
