Job Description:

Missile Solutions is seeking a skilled Sr. Specialist, Supply Chain Compliance and Supplier Diversity with a strong background in Government Contracting to join our team. The Sr. Specialist, Supply Chain Compliance & Supplier Diversity is responsible for ensuring compliance with supply chain policies and procedures, FAR/DFARS government regulation, and ensuring that we meet all small business requirements including reporting. The position requires strong interpersonal skills, networking skills, analytical, high attention to detail, verbal and written communication skills and proficiency in MS Office, particularly Excel, Word, and PowerPoint.

The role will report to the Director of Compliance and is onsite based at any of the MSL core sites with a preference for Huntsville, Alabama; Melbourne, Florida; or one of the Advance Effects sites.

Essential Functions:

  • Working knowledge of the FAR/DFARS regulations for Supply Chain Compliance.
  • Write procedures, requirements, and work in instruction supporting supplier diversity and compliance with a focus on simplification and the end user.
  • Support ability to collect, document, monitor, and analyze supply base for business size and small business classification compliance; track performance to supplier diversity improvement initiatives / objectives, monitor attainment of projections to goals and plans, and assess utilization gaps.
  • Maintain monthly, quarterly, and annual reporting records. Prepare internal and federal customer required reports.
  • Support Supplier outreach and relationship building.
  • Evaluate Request for Proposal (RFP) requirements for Small Business utilization and participation.
  • Support development and implementation of customer required subcontracting plans; prepare customer required Small Business subcontracting reports to plan.
  • Support the development of templates and other tools that support compliant and efficient purchasing and supply chain actions.
  • Monitor and ensure all records and documents are maintained according to supply chain best practices, government regulations, and relevant policies and procedures.
  • Participate in the development and implementation of systems that result in improved operational efficiency and reduced organizational risk.
  • Seek optimal solutions and approaches within the supply chain organization, identify gaps in practices and processes, pursue training, and process improvement opportunities.
  • May complete government Purchase Order compliance reviews to support maintaining an approved purchasing system with the Government.
  • May conduct routine compliance reviews on procurement files to document ongoing operational quality, collect statistics and submit reports on risks and recommendations.
  • Follow up on reviews to verify that corrective actions have been implemented.
  • Assist in training buyers on small business requirements.
  • Remain informed of government regulations and policies of L3Harris such as FAR, DFARS, and AMS requirements.

Qualifications:

  • Bachelor's Degree and minimum 6 years of prior relevant Government Supplier Diversity or Compliance work. Graduate Degree and a minimum of 4 years of prior related Supplier Diversity or Compliance work. In lieu of a degree, minimum of 10 years of prior related Supplier Diversity or compliance work.
  • 4 years' experience with Government contracts, FAR/DFARs.

Preferred Additional Skills:

  • Bachelor's degree Supply Chain, Business, Finance, Accounting, or related area.
  • Applicable Federal Acquisition Regulations (FAR), Defense Acquisition Regulation System (DFARS), Cost Accounting Standards (CAS) and processes affecting procurement and contractual functions.
  • Lean or Six Sigma Process Improvement Experience.
  • Research methods and techniques.
  • Computer systems to prepare reports and documents with an emphasis on Microsoft Excel and Microsoft Word.
  • Ability to prioritize competing work assignments and initiative to complete tasks.
  • Experience working in a fast-paced team environment, with strong analytical and problem-solving capabilities.
  • Ability to gather, analyze and evaluate facts and to prepare concise oral and written reports.
  • Experience with purchasing and supply chain best practices.
  • Strong interpersonal and communication skills.
