Position Title: DHS Program Manager, Cybersecurity

Location: NCR

Clearance: Top Secret / SCI Eligible

OneZero solutions is on contract to provide division wide support for Federal Information Security Modernization Act (FISMA) compliance, execution of the Risk Management Framework (RMF) process to achieve and maintain Authority to Operate (ATO) accreditations and deliver cyber security compliance for DHS operational mission systems. We are looking for personnel to support our DHS customer in achieving its mission of providing division-wide cyber security support for operational mission systems and assisting programs as they navigate the ATO process. The result of these efforts will be that the systems meet all the requirements for ATO approval before they are officially submitted to the Office of Chief Information Officer (OCIO).

Qualified Parking Allowance: Employer may provide a monthly stipend or cover the cost of parking for employees who commute to government site by car.

Job Summary

Prepare, communicate, and implement management plans for the execution of the project and the technical scope of work. Update and execute management plans in cooperation with the contract ; ensuring adherence to cost, schedule, and performance expectations. Provide updates and progress reports to the COR/Project Manager (PM) with respect to project management during regularly held bi-weekly project meetings. Be on-site no less than 2x per week. Ensure contract deliverables are achieved and will consist of the following tasks:

  • Conduct Project Management functions to include scheduling, coordinating contractor efforts, tracking work progress, and providing monthly status report and weekly recap of work accomplished.
  • Management of contractor staff.
    •Attend meetings as needed; Develop meeting minutes; Coordinate and interface with other groups working on this project.
  • Develop cost, schedule, and performance reports (monthly updates); Provide technical assistance and guidance.
  • Develop high-level sequenced Implementation Plans for project executions as required. The Implementation Plans will take into consideration site conditions and focus on minimizing the operational impact; and Conduct monthly briefs with personnel on current initiatives, risks, and opportunities.

Education and Experience

18+ years of direct experience in an IC, military, or other Government environment,

Certifications: Possess an active certification in one of the following: Project Management Institute (PMI) Project Management Professional (PMP) certification, Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3, or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification. ITIL Foundation and/or Six Sigma certification.
