Job Overview: This vacancy is within the Division of Family Assistance and Child Support. This position is responsible for assisting in the planning, organizing, and directing of assigned operations, functions, activities, and services. An employee in this class provides program oversight and operational direction within a specific operational or program area including staffing, performance management, efficient service delivery, and strategic planning. This classification directly supervises a Program Manager and Program Coordinators. This class differs from the DHS Program Director 2 in that an incumbent of the latter is responsible for oversight and supervision of a greater scope.
Key Responsibilities: - Lead and manage the User Acceptance Testing team for the child support division.
- Collaborate with Information Technology staff and vendors to implement customer focused solutions supporting the Child Support Division and make recommendations for system improvements that will improve the user experience.
- Ensure that the One DHS model is adhered to by fostering improvements, enhancing partnerships, and providing timely service through monitoring and partner engagement.
- Promote business/program solutions to produce reliable outcomes that support process timeliness.
- Provide service delivery per established service level agreements and make recommendations for opportunities to improve the service timeliness related to TCSES User Acceptance Testing.
Minimum Qualifications: - Bachelors degree and five years of full-time professional experience in social services, human services, education, auditing, accounting, and/or social services grant coordination. At least four years of this experience must have been in federal policy development, federal program contract management, case management, eligibility determination, or process improvement (such as LEAN or Six Sigma certification) in any field listed above.
Substitution of Education for Experience:
- Graduate course work in any liberal arts field such as social sciences, mathematics, or statistics, education, public administration, and/or business may be substituted for the required experience on a year-for-year basis to a maximum of one year, there being no substitution for the required four years of specialized experience.
Substitution of Experience for Education:
- Additional full-time professional experience in a field listed above may substitute for the required education on a year for year basis, there being no substitution for the required three years of specialized experience.
OR
- Experience equivalent to three years of human services field or program supervision, disability claims supervision, or as a DHS Program Manager with the State of Tennessee.
