Oracle Database & Application Developer Full Time, On-Site, Overland, MO Secret Clearance Sign On Bonus: up to $2,500  Referral Bonus: $1,000.00 Overview: Semper Valens Solutions is seeking an experienced Oracle Database & Application Developer to join our team supporting mission-critical U.S. Army business systems and web-based applications. Key Responsibilities * Administer and optimize Oracle databases to ensure availability, performance, reliability, security, and data integrity. * Install, configure, patch, upgrade, monitor, and troubleshoot Oracle database environments and related software. * Develop, develop, maintain, and optimize database schemas, tables, views, stored procedures, PL/SQL, and SQL queries. * Analyze execution plans, indexing strategies, storage utilization, and system resources to improve database performance. * Perform backup, recovery, disaster recovery, and business continuity activities. * Develop and maintain data-driven web applications and web services that interface with Oracle and SQL Server databases. * Collaborate with developers, system administrators, cybersecurity personnel, and customers to gather requirements and deliver application enhancements. * Develop and implement database security controls, auditing procedures, role-based access, authentication, encryption, and data protection measures. * Troubleshoot database connectivity, application integration, data-processing, and system-interface issues across Windows and web-based environments. * Support application testing, deployments, upgrades, database migrations, and configuration changes across development, test, and production environments. * Develop reports, dashboards, and data-analysis products supporting operational and business requirements. * Monitor database storage, file structures, access methods, and data access controls. * Use tools such as Oracle Enterprise Manager, TOAD, or equivalent database administration and monitoring solutions. * Develop and maintain technical documentation, user guides, data dictionaries, standards, configuration baselines, and training materials. * Work closely with cybersecurity teams to support RMF, STIG, vulnerability remediation, patch compliance, and secure system operations. * Develop and maintain software interfaces using serial and Ethernet communications to connect with external appliances and systems. * Assist fellow developers with technical challenges, programming techniques, troubleshooting, and application development best practices. * Support system outages, IAVA remediation, PKI certificates, server updates, and other infrastructure-related activities. * Travel as required to support mission and customer requirements. Required Qualifications * Active DoD Secret clearance required. * Current DoD 8140-compliant certification, such as Security+ or higher. * Bachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or a related discipline. Equivalent professional experience may be considered in lieu of a degree. * 10+ years of experience in Oracle and/or SQL database administration, database development, application support, software development, or related IT disciplines. * Candidates should have demonstrated experience with the following: Database * Oracle and Microsoft SQL Server * Database design, administration, development, and optimization * PL/SQL and SQL * Database auditing and security * Backup and recovery * Database monitoring and administration tools such as TOAD or equivalent Application & Web Development * ASP / ASP.NET * .NET / VB.NET * C# and/or C++ * JavaScript / VBScript * HTML * Web services and web application development * Microsoft Visual Studio / Visual Studio .NET * Microsoft Reporting Services * IIS Infrastructure & Security * Windows Server * Windows, Unix, and Linux operating systems * Authentication and encryption technologies * PKI certificates * Application and database security * Fortify or comparable application security/code analysis tools * DoD security and cybersecurity requirements Preferred Skills and Qualifications * Demonstrated ability to diagnose, resolve, and implement solutions for complex enterprise database ingest and export challenges, delivering timely and reliable outcomes across diverse external data sources, environments, and enclaves. * Strong communication skills with the ability to collaborate effectively with internal teams, external stakeholders, and customers, ensuring alignment, transparency, and shared understanding across all phases of the project.
