JOB TITLE: Warehouse Manager



CLIENT: DISA Enterprise Logistics Division (MP3)



SUMMARY:


ICS will be providing integrated support services to the DISA Enterprise Logistics Division (MP3) in support of the Agency's mission. Our purpose is to establish and provide support to their daily operations which will include functional, technical, and management support for MP3's four (4) branches:

  • Warehouse Management Branch: Responsible for receiving, storing, and distributing equipment annually. Distributes supplies, program and administrative property, lifecycle replacement, and asset disposition, mail management operations for organizations at DISA, Fort Meade, and the National Capital Region.

Possesses full knowledge in DPAS as the manager will need to oversee all transactions conducted by the warehouse staff.

  • Property Management Branch: Provides asset management oversight, accountability and establishes and implements core competencies for standardized operations, personnel, and training throughout the DISA Enterprise.
  • Policy & Compliance Branch: Develops and enforces property management compliance to enhance logistical readiness and asset management annual reconciliation rate throughout the Agency. It increases awareness of external and internal regulations, instructions, and provide management tools to standardize processes and assess operations.
  • Industrial Property Management Branch: Ensures effective equipment and effective property accountability and management policies, systems, and staff to ensure business processes are developed and implemented.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

To perform this job successfully, the Warehouse Manager must be able to perform each of the essential duties and responsibilities listed in a satisfactory manner:

  • Provide management and oversight of warehouse and facility operation requirements to include receiving and distributing equipment, supplies, program and administrative property, lifecycle replacement, and asset disposition, for organizations at DISA, Fort Meade, and the NCR.
  • Oversee the disposition of approximately 30 thousand lbs. of scrap metal, plastic, wood, and wire annually.
  • Responsible for ensuring support services including receiving, inventorying, delivering copy paper, conference room set-ups, office moves, forklift operations, distribution, and disposal services are carried out as outlined in the contract task orders.
  • Travel may be required to support MP3 branches in Ft. Meade, MD, Arlington, VA, and Chambersburg, PA.

Requirements

QUALIFICATIONS:

  • The requirements identified below are representative of the knowledge, skills and/or abilities required to satisfactorily meet the expectations of this job:
  • Knowledge of Department of Defense (DoD) 5000.64, and DoD Manual 4160.21, Volume 1, DoD 4140.01, Volume 5.
  • Trained in DISA specific processes.
  • Knowledgeable and Trained in DPAS Warehouse Module.
  • Forklift Operator certified.
  • OSHA Safety trained.
  • Trained in Standardized Incident Reporting.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

  • Must be able to operate a Personal Computer (PC) with a functional knowledge of Microsoft Office applications (primarily Microsoft Word, Excel, Outlook, Power Point, and Windows graphical user interface) and Data/web-based systems required for task area performing work.
  • Must be able to work under stressful conditions and be physically able to demonstrate the training/support tasks to standard.
  • Must have the appropriate qualifications, certification, and/or license under the requirements for the task area being performed under this contract prior to commencement of work.


EDUCATION and/or EXPERIENCE:

  • A minimum of three (3) years' experience of managing a Federal warehouse.


CLEARANCE:

  • Individual shall possess an active Secret security clearance.

  • Must be able to speak, read, write, and understand English. Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to senior management, contracting officials, clients, and other employees in the organization.


REASONING ABILITY:

  • Ability to organize work, define and solve problems, establish, and manage priorities, collect data, establish facts, and draw valid conclusions based on facts. Project Manager participates in prioritization of work and decision-making on allocation of resources. The incumbent must be able to analyze a situation analytically, evaluate the facts/data and formulate a plan of action.
