Job description

As a member of the IFO Office of Counterintelligence (OCI), the Counterintelligence Analyst fuses classified intelligence with open-source information to produce reliable, timely, and actionable insights that support decision-making and strengthen the missions of Counterintelligence, Idaho National Laboratory (INL), and U.S. government partners. Working closely with Intelligence Community (IC) organizations, the CI Analyst integrates multiple intelligence disciplines with technical data and collaborates with cross-functional teams to develop, refine, and present assessments and findings to senior leaders and INL customers. The CI Analyst supports the full range of OCI activities, including vetting, analytic briefings, CI awareness activities, and investigations, in alignment with national counterintelligence goals and objectives as directed by the IFO CI Director in collaboration with the DOE Office of Intelligence and Counterintelligence.

Essential Job Functions and Responsibilities

  • Apply advanced critical thinking and IC analytic tradecraft standards to assess threats to national security and INL programs and personnel posed by covert or overt activities of foreign entities or international terrorist organizations.
  • Fuse classified and open-source intelligence across all-source disciplines to identify existing and emerging CI threats and develop creative mitigation strategies within assigned practice areas.
  • Develop written analysis reports, briefings, white papers, and strategic documents to inform U.S. Government agencies, and decision-makers responsible for safeguarding critical INL programs.
  • Gather, analyze, and disseminate intelligence to design threat assessments and collaborate with teams to enhance security measures.
  • Prepare detailed intelligence reports and briefing materials; independently generate analytic confidence levels in final products in accordance with the DOE CI Program.
  • Represent INL at meetings, interviews, and video teleconferences as an expert in strategic planning; lead cross-center studies that define critical strategic issues and formulate recommendations for the Senior Counterintelligence Officer (SCIO), laboratory managers, and senior leaders.
  • Recommend new areas for investigation based on research and initiate analyses based on judgments about organizational needs.
  • Evaluate foreign national visitors to INL and support review of other foreign engagements of the Laboratory.
  • Serve as an INL CI point of contact with the U.S. Department of Energy Headquarters Office of Intelligence and Counterintelligence (DOE-IN), field analysts at INL and other government laboratories, and counterparts in Laboratory security and counterintelligence components.
  • Support the Senior Counterintelligence Officer in the appropriate dissemination and briefing of analytical products within the Laboratory; share knowledge and expertise with colleagues in OCI.
  • Identify complex problems, review related information, develop, evaluate, and implement solutions under conditions of urgency and pressure.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of a wide range of concepts, principles, and practices relating to all-source intelligence, as well as integrated intelligence analysis of foreign systems, forces, and threat actors.
  • Demonstrated knowledge of the U.S. Intelligence and Counterintelligence Communities, national-level CI strategies, and Intelligence Community Directives (ICDs) and intelligence research and writing standards.
  • Demonstrated familiarity with the foreign intelligence, foreign counterintelligence, and terrorist threat spectrum.
  • Technical knowledge and experience with multiple strategic planning concepts and techniques, and a high degree of familiarity with IC strategic goals; experience applying technical knowledge to create strategic plans with a high level of organizational impact.
  • Demonstrated knowledge of global political, economic, social, cultural, conditions sufficient to evaluate intelligence in the context of the current international environment.
  • Ability to distinguish between intelligence analysis and intelligence report writing.
  • Knowledge of the proper use of classified computing systems.
  • Demonstrated analytic writing and briefing skills that meet IC analytic standards; ability to thoroughly analyze and evaluate investigative information and cogently summarize findings in written reports.
  • Advanced communication skills and experience in presenting complex information.
  • Knowledge and experience related to successful collaboration with internal and external partners to identify common goals and objectives.
  • Ability to gather and analyze a variety of intelligence and operations information, make sound judgments under conditions of urgency and pressure, and present and/or justify positions effectively.
  • Demonstrated experience in properly handling, protecting, and controlling classified material in accordance with Laboratory classified material policies and procedures.
  • Foreign language skills a plus.

Required:

  • Level 3: Bachelor's Degree from an accredited university or college in fields such as law, national security, international relations, or related field and 5 years of directly relevant work experience, or an advanced degree in the same fields and 2 years of directly relevant work experience.
  • Level 4: Bachelor's Degree from an accredited university or college in fields such as law, national security, international relations, or related field and 9 years of directly relevant work experience, Master's degree in the same fields and 6 years of directly relevant work experience, or a PhD in the same fields and 4 years of directly relevant work experience.
  • Must be a US citizen and able to obtain a DOE security clearance at the Q/SCI levels. The individual is subject to a random CI scope polygraph examination.
  • U.S. Intelligence Community (USIC) analytic experience.

The ideal candidate will possess:

  • Active DOE Q Clearance.
  • Active SCI access.
  • Post-graduate degree in a related field.
  • In-depth understanding of the functions and organization of DOE and the Intelligence Community.
  • Demonstrated subject matter expertise in intelligence and counterintelligence.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Our team works a 9x80 schedule located at our Research and Education Campus in Idaho Falls with every other Friday off.

  • The pay range for this position is: Level 3 ($95,256 - $195,288 ) / Level # ($114,360 - $234,336). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
