Position Information:

Job Title: PM - Major Construction

Locations: Brewster, NY; or Binghamton, NY; or Rochester, NY

Salary Range: $106,000 - $132,500

Schedule: On Site, Office

Job Summary

The Project Manager, Major Construction, is responsible for leading and coordinating multiple complex activities. This includes partnering with internal and external stakeholders to help coordinate planning, design, execution, monitoring and closeout of complex substation, line, and gas projects. The Project Manager, Major Construction will manage high value, long duration and high impact infrastructure projects located in New York. Projects managed include but are not limited to new transmission line installs and rebuilds with voltages ranging from 34.5kV to 345kV, substation new air insulated, gas insulated installation and rebuilds from 4.16kV to 345kV, automation, customer funded projects, distributed generation projects, distribution voltage level work, gas main install and replacement, and gas regulator and gate station projects.

These projects are multi-million-dollar (100 million) heavy construction efforts executed through several contracts put in place and managed by the Project Manager. The Project Manager will manage resource requirements, priorities, investment plans, project execution strategy and internal/external resource requirements. Responsible for the overall project control and coordination of the scheduling, cost controlling and reporting processes and functions.

Key Responsibilities

  • Analyzes project performance and initiates actions to control scope, schedule, and cost performance. Proactive approach to overseeing work measures progress and takes actions to ensure budgets and deadlines are achieved. Approves project plans, executes contract strategies to undertake work and controls and authorizes expenditures. Initiates actions to ensure compliance with project and quality management processes and procedures. Assures that projects are completed within the approved scope, schedule, and budget. More specifically:
  • Coordinates with project stakeholders including other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and major customers. May represent the company and testify in regulatory hearings or at Federal, State or local agency or municipal meetings.
  • Development and maintenance of detailed schedules and risk management plans to execute projects
  • Execution and management of multiple procurement efforts to obtain contractors for design, construction, and oversight of projects
  • Utilizes schedule management techniques, such as critical path and earned value, to continuously monitor project progress and develop corrective actions to maintain scope and cost of projects
  • Investigation and analysis of variances with recommendation to senior level management
  • Ensuring a safe work environment through process and procedure adherence and safety metrics
  • Considers innovative ways to undertake work, promoting automation and efficiencies in day-to-day work streams
  • Responsible for Project accountability overview, making sure that it complies with FERC, NERC and any other applicable regulation.
  • Works with senior leadership on the risk definition, cost, and the mitigation action analysis.
  • Attendance at Executive management meetings, providing and presenting reports and cost-schedule-risk views as required.

Required Qualifications

  • Skills/Abilities:
    • Ability to mobilize matrixed team members to deliver projects on time and under budget
    • Expert in risk management and mitigation plans
    • Development of cost loaded, critical path project schedules and earned value reports
    • Expert in utilizing financial spreadsheets for data analysis, budgeting and planning.
    • Public presentation skills and ability to summarize concepts utilizing scheduling software tools
    • Understanding of quality assurance processes and implement with project structure.
    • Knowledge of main configuration and general arrangements of networks (substations, overhead lines, and cable; gas gate and regulator stations, distribution and storage) infrastructures
    • Proven ability to lead teams and work in a team environment
  • Experience/Training:
    • Experienced in managing heavy construction projects
    • Experienced in contract negotiations and supplier management
    • Proven experience obtaining siting permits
    • Project Management Professional Certification
    • Construction Safety Training
    • Experience in public speaking, construction management, and regulatory compliance
  • Required Education:
    • Bachelor's degree with 5 years relevant experience required.
