Job Description

We are seeking a Train Control Expert in our Sacramento, CA office to support the CA HSR project. 

Under the general direction of the Deputy Director of Network Integration, the System Data Expert is responsible for defining, managing, and assuring system-wide data requirements across High-Speed Rail subsystems, including Train Control, Traffic Management, SCADA, Telecommunications, and Key Management systems. The role ensures consistent, secure, and integrated data exchange across all interfaces and supports system integration, testing, and operational readiness.

This position is based in Sacramento, CA and will require relocation for any candidates outside the local area. 

Main Responsibilities

  • Define and maintain system data requirements, data models, and data dictionaries
  • Specify and manage data interfaces across Train Control, TMS, SCADA, Telecom, and Key Management systems
  • Develop and support Interface Control Documents (ICDs) with clear data definitions
  • Define data flows, ownership, governance, and validation rules
  • Ensure data consistency, integrity, and interoperability across all subsystems
  • Support system integration, testing, commissioning, and troubleshooting
  • Ensure compliance with safety, cybersecurity, and regulatory requirements
Qualifications

Technical Skills & Knowledge

  • Strong understanding of: o Train Control systems (e.g., ETCS, signaling principles)
  • Traffic Management Systems (TMS) o SCADA/EMS systems (power, infrastructure monitoring)
  • Telecom systems (GSM-R, FRMCS, fiber/IP networks)
  • Expertise in data modelling and standards (UML, SysML, XML, JSON)
  • Knowledge of real-time data systems, telemetry, and time-series data
  • Experience with data exchange protocols (e.g., OPC, MQTT, APIs)
  • Familiarity with cybersecurity and key management (PKI, encryption, IEC 62443)

Analytical  Functional Skills

  • Strong ability to define data governance, ownership, and quality frameworks
  • Ability to translate operational and system needs into structured data requirements
  • Excellent problem-solving across complex technical interfaces

Experience & Qualifications

  • Degree in Systems Engineering, Electrical, Telecom, or Computer Science
  • Typically 10+ years' experience in rail, infrastructure, or complex systems projects
  • TCS or Telecom engineer background
  • At least one experience in High-Speed Rail systems Education-Master's degree in Telecom or equivalent Certification: expected but not as a threshold = Professional Engineer (PE) license and INCOSE membership

In accordance with applicable pay transparency laws, the expected compensation range for this role is $165,000 to $205,000 annually. Compensation offered may vary depending on job-related knowledge, skills, experience, education, certifications, geographic location, and other business and organizational needs.
