Job description

Computer World Services Corp. (CWS) is seeking a highly qualified Operations Manager / Deputy Program Manager (DPM) to support the NIH National Institute of Environmental Health Sciences (NIEHS) IT Infrastructure Program. This position provides operational leadership and program management oversight for IT infrastructure operations including data center operations, server and network administration, application support, service desk services, and enterprise IT service management.
The Operations Manager / DPM assists the Program Manager in the overall management and administration of the contract while ensuring reliable, secure, and efficient IT infrastructure services. The role oversees technical teams, manages operational processes, coordinates program activities, and ensures performance requirements, schedules, and service levels are met.
The DPM supports the Program Manager in working with the Government Contracting Officer Representative (COR), Task Managers (TM), Government leadership, and customer agency stakeholders. The DPM assumes Program Manager responsibilities in the PM's absence. This position typically oversees all aspects of program operations, leads technical teams supporting complex IT infrastructure environments, and ensures operational services align with contract requirements, government policies, and industry best practices.
Key Tasks & Responsibilities
  • Program and Operations Management
  • Assist the Program Manager in providing overall direction and management of all contract activities.
  • Ensure contract execution meets defined performance, cost, schedule, and service level parameters.
  • Lead daily IT operations including infrastructure services, service desk support, network services, and hosted application operations.
  • Manage computer operations and ensure production schedules are met.
  • Ensure IT infrastructure resources are utilized effectively and efficiently.
  • Coordinate the resolution of operational and production-related issues.
  • Provide program management oversight, project control, and reporting required by the Performance Work Statement (PWS).
  • Manage and track program risks and develop mitigation strategies.
  • Support enterprise-wide integration planning across systems, infrastructure, and applications.
  • Personnel and Team Leadership
  • Supervise and manage technical teams responsible for maintaining reliable and available IT infrastructure and services.
  • Establish operational objectives and delegate assignments to subordinate managers and technical staff.
  • Provide leadership, mentoring, and performance oversight to ensure operational excellence.
  • Ensure teams operate efficiently across multiple service areas including infrastructure, network operations, service desk, and enterprise services.
  • Contract and Stakeholder Management
  • Maintain strong working relationships with government representatives, CORs, task managers, and stakeholders.
  • Ensure proper coordination between customers, vendors, and teaming partners.
  • Assist in managing subcontractors and vendor performance.
  • Ensure program deliverables meet contractual requirements and timelines.
  • Provide recurring contract and operational reports to the government.
  • IT Operations Oversight
  • Oversee operational service areas including:
  • Knowledge Management and SOP management
  • Lifecycle management for hardware and software
  • Configuration management and change control
  • Data center and infrastructure operations
  • Desktop services and endpoint management
  • Network services and infrastructure monitoring
  • Hosted application support
  • Backup and recovery operations
  • IT service continuity and disaster recovery
  • Training environment management
  • System monitoring and performance management
  • Security operations aligned with NIST 800-53
  • Reporting and Documentation
  • Prepare and maintain program documentationincluding:
  • Project schedules
  • Risk management reports
  • Status reports
  • Technical briefings
  • Contract performance documentation
  • Develop and maintain lifecycle management plans and operational procedures.
  • Document program lessons learned and recommend improvements.

Education & Experience
  • B.S. in Computer Science, Information Technology Management, or Engineering.
  • Minimum of 7 years supervising technical teams in maintaining IT infrastructure.
  • Proven experience in establishing operational objectives and delegating assignments.
  • In-depth experience in analyzing complex problems and developing strategic solutions.

Skills
  • Proficiency in IT infrastructure management tools and software.
  • Strong leadership and project management skills.
  • Ability to work effectively under pressure and manage multiple priorities.
  • Strong communication skills, both oral and written, especially with government representatives.

Certifications
  • Relevant IT certifications (e.g., ITIL, PMP, CISSP) are preferred.

Security Clearance
  • Ability to obtain Public Trust clearance.

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes. etc.)
  • May require local travel to customer sites.
  • This position may require working outside of regular business hours, including nights, weekends, and holidays to support after-hour emergencies or surge support.
  • May require sitting/standing for extended periods and performing tasks involving bending, stooping, and reaching.
  • Potential continental US travel to other customer locations, if required
