In partnership with people with disabilities, the DRS Employment Services and Special Programs unit assists individuals with disabilities, including students with disabilities, to make informed choices that will maximize their employment through coordinated service delivery. DRS staff partner with local community service boards, school divisions and Workforce Network to deliver quality services to individuals with disabilities who want to work and employers seeking to hire them to the extent that this provides benefit to the DRS program.
We are seeking a DRS Contract Specialist to maintain a system of medical, behavioral health, training and employment services vendor standards and information to guide agency staff in the purchase of services for participants and to ensure ease of authorization, consistency and quality of service and reasonableness of price.
The vendor system allows the DRS field to purchase of a variety of services for client to achieve their employment objectives. Vendor and rate information is critical to the staff across the state who must respond to individual participant needs by providing quality services in a timely fashion and at a reasonable cost.
Contributes to the timely completion of all Vendor Agreements. Provides information on vendor quality and performance, and customer satisfaction in order to ensure that the agency is receiving all services requested and for which compensation has been paid while maintaining the highest standards of service.
Duties include but are not limited to:

  • Vendor Contract Management
  • Fee Maintenance


Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.

Minimum Qualifications:

Knowledge/Experience:

  • Moderate experience and knowledge with grants administration; reporting, vendor contracts, and customer service (internal and external). 
  • Experience providing training and technical assistance in a human service program environment.  
  • Previous experience in conducting financial and/or contract management analysis within an organization.


Abilities

  • Ability to work independently.
  • Ability to follow instructions and to meet deadlines.
  • Ability to effectively communicate with the public and with all levels of management, staff, and vendors.
  • Ability to respond effectively to changing priorities and effectively multi-task and complete other duties as assigned.
  • Ability to work well with internal and external customers.


Skills:

  • Demonstrated skills in operating personal computers and other automated office equipment, with the ability to effectively use a variety of automated applications.
  • Strong attention to detail and organizational skills.

Additional Considerations:

  • Experience using Cardinal, eVA or a State Vendor Maintenance System (VMS) or similar.

  • This position has been designated a sensitive position under Va. Code 2.2 1201.1.
  • A fingerprint based criminal history check is required of the finalist.
