Position Overview

The Commonwealth of Pennsylvania is seeking a Business Relationship Manager (BRM) to serve as the liaison between business stakeholders and the Enterprise Services Office (ESO) IT teams. This role combines Business Relationship Management, Business Analysis, and Project Coordination responsibilities, ensuring business needs are translated into actionable requirements while supporting Agile project delivery and stakeholder engagement.
Local Harrisburg candidates only. Resource will initially work onsite/hybrid. Telework is not guaranteed and will be determined after the candidate is fully acclimated.
Key Responsibilities

  •  Build and maintain strong relationships with business stakeholders and IT teams. 
  •  Coordinate project deliverables, milestones, risks, issues, and governance activities. 
  •  Gather, analyze, and document business and technical requirements. 
  •  Support backlog refinement, user story creation, and sprint planning activities. 
  •  Facilitate stakeholder meetings and ensure alignment between business objectives and IT solutions. 
  •  Assist with business process documentation and requirements clarification. 
  •  Coordinate UAT activities and validate solutions against business requirements. 
  •  Utilize Azure DevOps to manage work items, backlog, and project tracking. 
  •  Support Agile and SDLC processes throughout the project lifecycle. 
Required Skills

  • 3–5 years of experience as a Business Analyst (BA), Business Relationship Manager (BRM), Project Coordinator, or similar role.
  • 5 years of experience gathering and documenting business and technical requirements. 
  • 5 years of experience supporting Agile teams and SDLC processes. 
  • 3+ years of hands-on experience using Azure DevOps or similar work management tools. 
  • 3–5 years of experience coordinating testing activities and supporting User Acceptance Testing (UAT)
  • 3+ years of experience managing project deliverables, milestones, risks, and issues. 
  •  Experience facilitating communication between business stakeholders and IT teams. 
  •  Experience with backlog refinement, user story development, and sprint coordination. 
Preferred Skills

  •  Strong stakeholder management and relationship-building skills. 
  •  Excellent communication and organizational abilities. 
  •  Experience working in government or enterprise IT environments. 
  •  Knowledge of Agile project governance and delivery practices.
