Job description

Position Title: Procurement / RFP & Vendor Evaluation Lead

Client: Office of Innovation and Technology
Location: 1234 Market Street, 18th Floor, Philadelphia, PA 19107
Position Overview

The Procurement / RFP & Vendor Evaluation Lead will be responsible for managing the procurement planning and vendor evaluation activities associated with the selection of a Work Order Management System (WOMS) solution. The consultant will develop procurement documentation, facilitate vendor evaluation processes, and provide objective recommendations while maintaining a clear separation between evaluation activities and any future acquisition or implementation services.

Key Responsibilities

  • Develop and draft Request for Proposal (RFP) documents utilizing City-approved procurement templates and standards.
  • Define and document vendor evaluation criteria, scoring methodologies, and selection processes.
  • Coordinate and manage the vendor solicitation and evaluation lifecycle.
  • Review and analyze vendor proposals, qualifications, and responses.
  • Facilitate vendor demonstrations, workshops, and question-and-answer sessions with stakeholders.
  • Lead evaluation committee meetings and ensure consistent application of scoring criteria.
  • Prepare comprehensive RFP Response Summary Reports, including findings, rankings, strengths, weaknesses, and recommendations.
  • Ensure procurement activities comply with applicable public-sector procurement policies and regulations.
  • Maintain independence between planning/vendor evaluation services and any future acquisition, implementation, or integration activities.
  • Collaborate with City stakeholders, utility operations personnel, and project teams to gather requirements and support procurement decision-making.
  • Provide procurement best practices and risk mitigation recommendations throughout the evaluation process.

Required Qualifications

  • Minimum of 10 years of relevant professional experience.
  • Demonstrated expertise in procurement management, RFP development, vendor evaluation, and contract selection processes.
  • Experience with Work Order Management Systems (WOMS), Enterprise Asset Management (EAM), or related utility operational systems.
  • Strong project management and stakeholder engagement experience.
  • Proven experience supporting public-sector, municipal, utility, or government organizations.
  • Knowledge of public procurement regulations, competitive bidding processes, and evaluation methodologies.
  • Experience facilitating vendor demonstrations, workshops, and selection committees.
  • Excellent analytical, written communication, and presentation skills.

Preferred Qualifications

  • Experience supporting large-scale utility operations, public works, water, wastewater, transportation, or similar municipal services.
  • Professional certifications such as PMP, CPPO, CPPB, CPSM, or equivalent.
  • Experience with technology procurement and digital transformation initiatives within government organizations.
