Requirements:

The Senior Business Analyst will lead requirements management, business process transformation, and stakeholder engagement activities for a case management system supporting the Centers for Medicare & Medicaid Services. This role serves as a strategic advisor and functional lead, ensuring that business needs are translated into scalable, compliant, and interoperable solutions aligned with CMS priorities.

  • The Sr. BA will guide junior analysts, influence solution design, and ensure end-to-end traceability from requirements through implementation and operations.
  • Lead complex requirements elicitation across multiple CMS stakeholders and business units
  • Define enterprise-level functional and non-functional requirements
  • Establish and enforce requirements management standards and best practices
  • Ensure full traceability (RTM) from requirements through testing and deployment
  • Support audit readiness and compliance reviews
  • Establish documentation standards and governance processes
  • Lead analysis and redesign of end-to-end case management workflows: Intake & eligibility, Case assignment & triage case lifecycle management, and Reporting & outcomes tracking
  • Identify optimization opportunities and drive process reengineering initiatives
  • Align workflows with CMS regulatory and operational goals
  • Define enterprise data requirements and governance approaches
  • Collaborate with architects and engineers on data models, APIs, and reporting frameworks
  • Partner with Product Owners to define and prioritize strategic backlog items
  • Serve as primary interface between CMS leadership, business users, and technical teams
  • Facilitate workshops, briefings, and solution reviews
  • Translate complex technical concepts into clear business language

Qualifications

  • Bachelor’s degree in business, healthcare, IT, or related field
  • 8–12+ years of Business Analysis experience
  • 3+ years supporting federal healthcare programs (CMS strongly preferred)
  • Proven experience leading large-scale case management or healthcare IT implementations
  • Strong experience in Agile delivery environments
  • Advanced requirements elicitation and facilitation
  • Business process modeling and reengineering (BPMN, workflow design)
  • Data analysis, mapping, and governance
  • Strong leadership, communication, and stakeholder management
  • Expertise with tools such as Jira, Confluence, Azure DevOps
  • Direct experience supporting CMS initiatives

Preferred Qualifications

  • Experience with healthcare data formats (CDA, HL7, FHIR)
  • Agile certifications (e.g., SAFe, Scrum) certifications
