What is a change analyst?

A change analyst uses their technical knowledge and expertise to understand technical issues surrounding a project and how a proposed change will impact a business. Unlike a business analyst, they don’t just analyze an existing system. As a change analyst, you help users adopt a new system and ensure the process is running smoothly using the information gained from analysis. Your job duties include accepting change requests, training new team members, writing detailed procedural reports, analyzing requests, and identifying business needs. You often work alone, so a change manager should have a take-charge attitude and the ability to multitask. Excellent communication and people skills are also vital for this career.

What are the key skills and qualifications needed to thrive as a change analyst, and why are they important?

To thrive as a Change Analyst, you need strong analytical skills, an understanding of change management principles, and a relevant degree such as business or information technology. Familiarity with change management tools like ServiceNow or BMC Remedy, as well as certifications such as ITIL or Prosci, is often required. Exceptional communication, stakeholder management, and problem-solving abilities help you navigate organizational dynamics and drive successful change adoption. These skills ensure seamless implementation of change initiatives while minimizing disruption and maximizing value for the organization.

What are some common challenges faced by change analysts during organizational transformations?

Change Analysts often encounter challenges such as resistance from stakeholders, managing conflicting priorities, and ensuring clear communication across departments. Adapting to rapidly shifting project requirements and timelines can also be demanding. Building strong relationships and maintaining transparency with team members are key strategies for successfully navigating these challenges and ensuring smooth implementation of change initiatives.

What is career progression for a change analyst?

Career progression for a change analyst typically involves advancing to roles such as senior change analyst, change manager, or project manager, often requiring increased experience, leadership skills, and certifications like Prosci or CCMP. Gaining expertise in change management methodologies and tools can facilitate promotion into managerial or strategic positions within organizations.

The momentum has been extraordinary:
  • Grew bank assets from $62 million to $500 million in five years- the fastest-growing state-chartered bank
  • Ranked a 2026 Top Workplace in Minnesota by the Star Tribune and #1 among large companies in Colorado Top Workplaces 2026
  • Named a 2026 Top Workplaces Culture Excellence winner in eight categories and a Top Workplace nationally in Financial Services
  • Surpassed $4 billion in mortgage originations in 2025
  • Ranked among the Top 30 Mortgage Lenders nationally by Scotsman Guide
  • Maintain a 4.9-star average rating across 45,000+ customer reviews
  • Recognized by Freddie Mac with two 2026 Home Possible RISE Awards® for Greatest Volume and Fastest Growth
  • Honored by the Minnesota Mortgage Association as 2025 Leaders of the Year

But the story is bigger than growth metrics and awards. Luminate Bank is building a culture designed for ambitious, high-performing people who want to shape the future of banking. We move quickly, think boldly, and invest deeply in our people. Innovation, accountability, collaboration, and customer experience are at the center of everything we do.
What began as a rapidly growing lending and banking platform is now entering its next phase: building a nationally recognized financial brand that redefines how modern banking is experienced. For leaders who want the opportunity to build, scale, and leave a lasting impact, this is a rare moment to join a company with startup energy, national momentum, and a long runway ahead.
Position Overview:
Luminate Bank is centralizing its Regulatory Change Management function within Enterprise Compliance to strengthen oversight of regulatory obligations across all business units. The Compliance Analyst - Regulatory Change Management is the operational owner of this function: tracking regulatory and GSE changes from identification through confirmed, evidenced implementation; coordinating with business unit (BU) leads on scoping, notification, and evidence collection; and supporting risk-tiered post-implementation effectiveness testing. This role is central to Luminate Bank's readiness for FDIC and Minnesota Department of Commerce (MN-DOC) examinations, Ginnie Mae issuer oversight, and potential OCC charter conversion.
Responsibilities and Duties:
Regulatory Change Identification & Intake
  • Monitor incoming federal and state regulatory changes, agency guidance, and GSE (e.g., Ginnie Mae, Fannie Mae/Freddie Mac) bulletins via the NComply (NContracts) platform.
  • Log all identified regulatory changes in NComply, regardless of business unit applicability, to maintain a single enterprise system of record.

Scoping, Assignment & BU Notification
  • Review and scope each regulatory change for applicability; assign to the responsible business unit(s) within NComply with citation, effective date, required action summary, and evidence requirements.
  • Issue formal notifications to BU leads with defined acknowledgment deadlines; track responses and escalate non-response per established protocols.
  • Maintain a documented, examiner-ready chain of notification for every assigned change.

Implementation Tracking & Evidence Collection
  • Track BU implementation status (policy updates, training completion, system configuration, procedural changes) through to completion.
  • Review submitted evidence for adequacy and completeness; accept or return submissions with documented rationale.

Effectiveness Testing & Issues Management
  • Conduct or coordinate independent post-implementation effectiveness testing for changes designated high-risk or high-complexity under the Bank's risk-tiering framework.
  • Document testing results and support reporting to the Enterprise Compliance Committee (ECC) and Board Audit Committee as applicable.
  • Support tracking and remediation of related compliance findings and issues, including root-cause documentation and closure evidence.

Reporting & Examination Readiness:
  • Contribute to the Regulatory Change Management dashboard for ECC and Board Audit Committee reporting.
  • Support internal gap assessments against FDIC compliance management system (CMS) expectations and prepare documentation for examination response packages.

The responsibilities described above are representative and not all-inclusive. Additional duties may be assigned to support business objectives.
Education, Qualifications and Skills:
  • Bachelor's degree in a related field, or equivalent combination of education and relevant compliance/regulatory experience.
  • 2+ years of experience in bank regulatory compliance, compliance change management, quality control, or a related risk/audit function; mortgage or consumer lending compliance experience strongly preferred.
  • Working knowledge of core consumer financial protection laws and their implementing regulations, including: the Truth in Lending Act (TILA) and Regulation Z; the Real Estate Settlement Procedures Act (RESPA), Regulation X, and the TILA-RESPA Integrated Disclosure (TRID) rule; the Equal Credit Opportunity Act (ECOA) and Regulation B; and the Home Mortgage Disclosure Act (HMDA) and Regulation C.
  • Familiarity with UDAAP standards (Section 5 of the FTC Act; Sections 1031/1036 of the Dodd-Frank Act) and how they apply to change implementation and BU rollout consistency.
  • Understanding of FDIC compliance management system (CMS) examination expectations; awareness of state regulatory oversight (e.g., Minnesota Department of Commerce) is a plus.
  • Experience with, or ability to quickly learn, GRC/compliance workflow platforms; direct experience with NComply (NContracts) is a plus.
  • Strong organizational skills with demonstrated ability to manage a high volume of concurrent tracked items, deadlines, and cross-functional stakeholders.
  • Excellent written communication skills, including the ability to draft clear BU notifications and examiner-ready documentation.
  • Ability to work independently while partnering effectively with business unit leads who do not report to this role.
  • Certified Regulatory Compliance Manager (CRCM) designation, or working toward one.
  • Prior experience supporting Ginnie Mae issuer requirements, GSE seller/servicer compliance, or de novo/charter-conversion examination preparation.
  • Experience designing or operating a risk-tiered testing or quality control program.

Tools and Systems:
  • NComply (NContracts) - primary system of record for regulatory change tracking, BU assignment, and evidence collection.
  • Standard business productivity software (e.g., Microsoft 365); experience with compliance reporting/dashboard tools is a plus.

Benefits:
  • Competitive compensation reliant on ability and experience
  • Excellent benefits package including health, dental & vision and pre-tax savings accounts
  • Life and AD&D Insurance, as well as additional voluntary benefit possibilities
  • 401K with company match
  • Flexible PTO program second to none
  • The opportunity to work for the Midwest's fastest growing lender
