Job description
The Child Support Division of the Morgan County Prosecutor’s Office is seeking an individual interested in a career as a Caseworker to assist in the establishment of paternity and the enforcement of child support orders. We are seeking to hire an individual with a passion in helping and serving the children of Morgan County. The work is challenging yet rewarding. Incumbent serves as a Caseworker for the Morgan County Prosecutor’s Office, Child Support Division and is responsible for processing new child support applications, establishing paternity and/or child support orders, enforcing child support cases, and communicating with case parties.
DUTIES:
Serves as the forward-facing liaison with the public and responsible for greeting individuals visiting the office, answering and screening phone calls, providing general information on Title IVD services, and directing individuals to the appropriate caseworker, department, or agency for further assistance.
Processes new applications for services, creates new cases by receiving and acting on applications, researches and processes cases, communicates with parties, attorneys, court staff, and governmental agencies in a timely manner.
Performs a variety of duties using the Indiana child support system, ISETS, including initiating cases, maintaining accuracy of information, monitoring payments, updating data, implementing administrative enforcement measures, reviewing worklists, completing worklist tasks, and maintaining accurate documentation for all work done on cases.
Assists with the establishment of paternity through acknowledgement forms, court filings, and DNA testing dates.
Prepares court motions, petitions, appearances, summonses, notices, and proposed orders to assist in the process of establishing paternity and/or child support and enforcing child support orders and e-files documents as necessary.
Continuously monitors cases to determine need for intervention, mails delinquency notices to individuals, utilizes administrative enforcement options, investigates case status, advises deputy prosecutors of non-compliant individuals, and recommends cases to the Indiana Child Support Bureau for further enforcement.
Enters data into INTACT or other similar case management or document storage system.
Utilizes federal, state, and local databases, public records, employer information, and other resources to locate necessary parties.
Works with other states to register and/or enforce child support orders under the Uniform Interstate Family Support Act and remains in communication with other child support agencies to ensure compliance with court orders.
Sends Income Wage Withholding Orders, in a timely manner, to employers when support orders are established or modified or when new information is received from the New Hire Registry.
Prepares and calculates child support arrears.
Performs administrative enforcement measures including suspending licenses, implementing liens, requesting bank account withdrawals, and mailing postal and employment verifications.
Performs a variety of additional tasks on an as-needed basis, including, but not limited to, accessing the Child Support Resource website, researching reports from the Data Warehouse, complying with requests from the State of Indiana for employer information, communicating with investigators, and communicating with vendors for genetic testing matters.
Assists in performing the time-sensitive duties of co-workers in their absence or as directed.
Participates in training and maintains a knowledge of current child support laws and policies.
Maintains compliance with all required security measures as well as federal and state mandates and regulations.
1. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma or GED.
Ability to meet all department hiring requirements including background and fingerprint testing.
Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare correspondence, court/legal documents, and written reports as required.
Knowledge of standard policies and practices of the Morgan County Prosecutor's Office Child Support Division, the Court system, and related legal terminology with the ability to apply appropriate procedures accordingly.
Knowledge of standard office procedures and computer software programs, with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
Ability to properly operate standard office equipment, such as a computer, fax machine, postage meter, copier, scanner, and telephone.
Ability to effectively communicate orally and in writing with co-workers, other County departments, Courts, Child Support Bureau, Department of Child Services, State and Federal agencies, employers, private attorneys, law enforcement agencies, and the public, including being sensitive to ethics, gender, sexual orientation, race, cultural diversities and disabilities.
Ability to competently serve the public with kindness and respect, including during encounters involving angry/hostile individuals.
Ability to understand, memorize, retain, and carry out written or oral instructions.
Ability to compute and perform arithmetic calculations.

11. RESPONSIBILITY:
Incumbent receives indirect supervision with assignments guided by policies and/or definite objectives and completes work using a variety of methods or procedures. Incumbent follows procedures and performance standards and is able to plan and arrange own work, remaining in compliance with all office, state, and federally mandated time frames. Decisions are always determined by specific instructions or existing policies and procedures. Does not require constant assistance from supervisor but is willing and able to request help or input when necessary. Completes work priorities and service needs of the public while remaining flexible and available to assist as other matters may arise. Work errors are primarily prevented through standard checks and procedural safeguards or through notification from other departments. Errors could result in work delays and/or loss of monies to other agencies or the public.
111. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, Court personnel, Child Support Bureau, Department of Child Services, law enforcement, State and Federal agencies, attorneys, and the public for the purposes of giving and receiving information and rendering service.
Incumbent reports directly to the Department Head of Title IVD.
IV. PHYSICAL EFFORT AND WORK ENVIORNMENT:
Incumbent performs duties in a standard office environment, involving sitting/walking/standing at will, sitting for long periods, lifting objects weighing under 25 pounds, keyboarding, close/far vision, crouching/kneeling, bending/reaching, handling/grasping objects, speaking clearly, and hearing sounds/communication.
Incumbent occasionally works extended hours and evenings.
