Job description

Our capabilities include cyber space operations, cyber defense and resiliency, vulnerability research, ubiquitous technical surveillance, data intelligence, lifecycle mission enablement, and software modernization. We are seeking a detail-oriented Proposal Coordinator with strong desktop publishing (DTP) skills to manage and produce compliant, high-quality government proposals. The ideal candidate will combine federal proposal coordination expertise with technical design abilities to create compelling, professionally formatted submissions that meet strict government requirements.

Key Responsibilities

Government Proposal Coordination

  • Coordinate proposal development process from RFP release through submission
  • Manage proposal schedules, color team reviews (Pink, Red, Gold), and compliance matrices
  • Facilitate collaboration among capture managers, technical writers, subject matter experts, pricing teams, and executive leadership
  • Conduct thorough compliance reviews against FAR/DFARS requirements and solicitation instructions
  • Maintain proposal libraries, past performance examples, SF-330s, and corporate resumes
  • Ensure adherence to page limits, font requirements, and government submission guidelines
  • Track proposal status, win/loss data, and lessons learned

Desktop Publishing & Design

  • Design and format proposals using Microsoft and Adobe
  • Create compliant layouts adhering to strict government formatting requirements (margins, fonts, spacing)
  • Develop visual discriminators including solution graphics, process diagrams, organizational charts, and infographics
  • Create Section L/M compliance matrices and cross-reference tables
  • Ensure 508 compliance for accessibility requirements when specified
  • Produce final PDF packages with proper bookmarks, hyperlinks, and metadata
  • Develop templates compliant with government standards (e.g., SF-330, SF-1449, RFTOP formats)
  • Edit and format technical volumes, management approaches, and past performance sections

Quality Control & Compliance

  • Perform final quality checks for compliance, formatting consistency, and readability
  • Verify all required certifications, representations, and attachments are included
  • Ensure proper marking of proprietary or source selection sensitive information
  • Validate file naming conventions and electronic submission requirements

Required Qualifications

  • Bachelor's degree in Graphic Design, Communications, Marketing, or related field
  • 5+ years of experience in government proposal coordination and production
  • Proven track record supporting federal proposals (civilian and/or defense)
  • Expert knowledge of Microsoft Office Suite (Word, PowerPoint, Excel)
  • Strong understanding of FAR Part 15 and government procurement processes
  • Experience with compliance matrices and Section L/M requirements
  • Knowledge of 508 accessibility standards
  • Excellent attention to detail and quality control skills
  • Active Top Secret security clearance
  • Ability to work under tight deadlines with frequent evening/weekend work during proposal cycles
  • Strong written and verbal communication skills

Preferred Qualifications

  • APMP Foundation or Practitioner certification
  • Experience with specific agency requirements (DoD, DHS, VA, GSA, NASA, etc.)
  • Familiarity with government submission portals and databases
  • Experience with proposal management software (e.g., Loopio, RFPIO, Shipley processes)
  • Knowledge of price-to-win strategies and cost volume formatting
  • Experience supporting IDIQ, task order, and GSA Schedule proposals
  • Understanding of Shipley proposal methodology
  • Previous experience in consulting, professional services, or IT contracting sectors
