Job Description:
Project Manager - Pre-Construction & Capture
Location: Holston Army Ammunition Plant - Kingsport, TN
Parsons is looking for an experienced and driven Project Manager to support major modernization and expansion efforts at the Holston Army Ammunition Plant (HSAAP). In this role, you will be at the center of our pre-construction planning and capture activities, helping us win work and set projects up for successful execution in a highly complex, mission-critical environment.

What You'll Be Doing
You will lead and support a variety of activities that span capture, pre-construction, and early project execution:
  • Pre-Construction & Technical Support
    • Review client Requests for Proposals (RFPs) and task orders to understand technical, schedule, and commercial requirements.
    • Analyze and interpret technical documents and drawings to support constructability reviews and scope definition.
    • Develop clear, accurate scopes of work and requisitions for engineering, procurement, and construction services.
    • Review vendor and subcontractor bids for technical compliance, completeness, and alignment with project requirements.
    • Help identify, qualify, and onboard new vendors and subcontractors to strengthen our delivery capability.
  • Planning, Scheduling & Estimating
    • Coordinate, develop, and review project and proposal schedules in collaboration with engineering, construction, and operations.
    • Support the creation and review of cost estimates, ensuring alignment with scope, risk, and schedule.
    • Work with Business Development and Operations to ensure estimates, schedules, and execution strategies are realistic and competitive.
  • Capture & Proposal Support
    • Serve as a key link between Business Development and Operations in Kingsport, helping translate client needs into executable solutions.
    • Contribute to capture planning and win strategies for new task orders and project opportunities at HSAAP.
    • Lead or support the development of technical sections of task order proposals, including execution plans, management approaches, and technical narratives.
    • Participate in internal reviews and approvals, incorporating feedback to strengthen proposal content.

  • Demonstrated leadership skills with the ability to perform effectively in a management capacity.
  • Excellent written and oral communication skills; able to clearly convey technical and commercial information to diverse stakeholders.

  • Strong understanding of current technologies and how they can be effectively utilized in project planning and execution.
  • Bachelor's degree in Engineering or a related technical/business field.
  • 10+ years of related work experience in engineering, construction, or industrial projects.
  • Broad technical and business background, with experience working across multiple disciplines and project phases.

  • Familiarity with Government Owned - Contractor Operated (GOCO) facilities and the unique requirements they entail.
  • Experience with the manufacture and/or design of energetic materials or similar high-hazard processes.
  • Background in Engineering, Procurement, and Construction (EPC) of heavy industrial and chemical facilities.
  • Professional Engineering (PE) license.
