Job description

Responsibilities Position Overview This is a program management support position providing day-to-day financial and administrative oversight of contract operations supporting PMS 339. You will serve as the financial management lead for contract support activities, coordinating across multiple projects, locations, and personnel groups. You'll work directly with the Program Manager and Contracting Officer Representative (COR) to ensure cost management, performance tracking, and reporting are executed with precision and accountability.

What You'll Do: Financial Management & Reporting Manage day-to-day financial operations for overall contract support, potentially spanning multiple projects and groups of personnel at multiple locations. Prepare and submit monthly financial status reports and CDRLs to the Contracting Officer Representative. Assist the Program Manager with cost management, budget execution, and financial reporting.

Monitor contract performance metrics and flag variances early. Contract Administration & Coordination Organize, direct, and coordinate the planning and production of all contract support activities. Support contract administration including tracking deliverables, milestones, and funding status.

Coordinate meetings and briefing schedules for program leadership. Provide meeting space coordination for team meetings, client presentations, and training sessions. Program Support & Communications Support PMS 339 in developing products for the semi-annual Surface Warfare Training Committee (SWTC) and monthly STAVE Integrated Product Teams (IPTs).

Prepare data input, update databases, naval messages, presentations, briefings, and spreadsheet analysis in NAVSEA CIO-approved formats. Draft, analyze, integrate, review, and provide recommendations to PMS 339 Program and Deputy Program Managers. Draft and maintain all program briefings, including paper and electronic presentation files.

Maintain access to applicable DoD/DoN websites and data repositories. * This role, while supporting the Program Office at the Washington Navy Yard offers opportunities for hybrid work from corporate offices or home. Why This Role Matters You spent years ensuring Sailors were trained, ready, and mission-capable.

PMS 339 is the Navy's Surface Training Systems Program Office - responsible for delivering aligned, consistent, and proven training solutions across the surface fleet. This office manages over 100 training projects under the Surface Training Advanced Virtual Environment (STAVE) and Ready Relevant Learning (RRL) portfolios, serving as the Navy Training System Plan (NTSP) Single Integrator and Fleet Introduction (FIT) agent for new construction programs.

Your work directly supports the readiness of every surface Sailor who steps aboard a warship. This isn't a back-office job - it's the financial backbone that keeps training programs funded, tracked, and delivering results to the Fleet. Who Should Apply- You're a strong fit for this role if you have experience in any of the following: - Managing budgets, tracking expenditures, or overseeing financial reporting in a military or government environment - Coordinating multi-project operations across geographically dispersed teams - Preparing briefs, reports, or presentations for senior military or civilian leadership - Working in or supporting Navy program offices (PEOs, SYSCOMs, or PMOs) - Administering contracts, monitoring deliverables, or supporting COR/COTR functions - Using Navy/DoD financial systems (e.g., Navy ERP, PBIS, CFMS, or similar) Required Qualifications Minimum Qualifications: * Bachelor's degree in any discipline OR 15+ years of relevant professional experience * 5+ years of professional experience in program/financial management, contract administration, or related fields * Secret clearance or ability to obtain/maintain a Secret clearance (Active one preferred) * U.S.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
