The Mission

Department of Homeland Security (DHS), Customs and Border Protection (CBP) Security Operations Center (SOC) is a US Government program responsible to prevent, identify, contain and eradicate cyber threats to CBP networks through monitoring, intrusion detection and protective security services to CBP information systems including local area networks/wide area networks (LAN/WAN), commercial Internet connection, public facing websites, wireless, mobile/cellular, various cloud environments, security devices, servers and workstations.The CBP SOCis responsible fortheoverall security of CBP Enterprise-wide information systems, and collects, investigates, and reports any suspected and confirmed security violations.

Primary Tasks:

  • The Engineering Scrum Plannerwill support the planning of scrum events on full system engineeringlife-cycle, including requirements analysis, design, development, test, implementation, maintenance, integration, and documentation of SOC infrastructure and SOC tool suite.
  • The Engineering Scrum Planner will be working with the team lead to plan scrum events for installing, configuring,monitoring, and troubleshooting network security solutions and related monitoring tools including L2/L3 network security devices, IDS/IPS, Full packet capture, DLP, Endpoint (AV, DLP, Endpoint Detection & Response), and infrastructure supporting SEIM (Splunk).
  • The Engineering Scrum Planner must have understanding of scrum approach/events and knowledge ofLAN/WAN security solutions including creating andmaintainingLAN/WAN security standards and design documentation.
  • Knowledge and familiaritywith new LAN/WAN security applications and hardware as assigned.
  • Knowledge and experience with planning /coordination of securing events for AWS environments, automating controls and supporting enterprise security operations.
  • Strong written and oral communication with the ability to communicate with team members,managementand customer.

Below are some tools/skills the candidate should have knowledge or experience on:

  • Experience: 3+ years of experience as a Scrum Master or technical project manager, preferably in engineering or software environments.
  • Tools: Proficiency in Agile project management software like Jira, Azure DevOps, or Confluence.
  • Knowledge: Deep understanding of Scrum, Kanban, and/or SAFe frameworks.
  • Communication: Strong facilitation, conflict resolution, and stakeholder management skills.

Basic Qualifications:

  • Ceremony Facilitation: Plan and lead Scrum events, including Sprint Planning, Daily Stand-ups, Backlog Grooming, Sprint Reviews, and Retrospectives.
  • Backlog & Velocity Management: Collaborate with Product Owners to prioritize work, manage the backlog, and analyze velocity to forecast deliverables.
  • Impediment Removal: Proactively identify and eliminate bottlenecks to ensure productivity.
  • Capacity Planning: Monitor team capacity, including time off and, to prevent over-commitment.
  • Technical Coordination: Support Engineering Managers by breaking down epics into actionable tasks and ensuring adherence to technical standards.
  • Agile Coaching: Mentor the team on Agile principles, ensuring effective self-organization.

Clearance Requirement:

Must have current and active Public Trust. All Department of Homeland Security CBP SOC employeesare required tofavorably pass a 5-year (BI) Background Investigation.

Preferred Qualifications:

  • Background with planning, coordination, and scrum approach
  • Ability to learn and support scrum events and learn new systems and applications.
  • Knowledge in languages such as in Redhat, Cisco or Microsoft, Security+,Linux+,or Network+ certifications
  • Knowledgein Networking,Linuxand Windows
