Position Purpose

The Director of Emergent Bilingual Programs and Supports is responsible for the implementation, compliance, and continuous improvement of bilingual education programs and services for Emergent Bilingual (EB) students across the district. This role oversees systems that ensure students are accurately identified, appropriately placed, and provided services that meet all federal, state, and district expectations, while maintaining strong program fidelity across PK12 campuses, including Dual Language programs.

In close collaboration with the Student Placement Center and Curriculum & Instruction departmentsincluding Assessment, Analytics, Reporting, and Accountability, Core Content, and Specialized Learningthe Director ensures coordinated systems of support that promote access to grade-level content, language development, and student success. The Director also works in partnership with School Leadership to support consistent campus implementation, program monitoring, and alignment to district expectations. The role is responsible for LPAC systems, program training and monitoring, educator certification-related professional development, and family engagement, while ensuring alignment with federal, state, and district expectations. The Director ensures consistent implementation across campuses so that Emergent Bilingual students receive compliant, high-quality, and equitable services.

ESSENTIAL JOB FUNCTIONS

• Leads the implementation, monitoring, and compliance of bilingual education programs and services for Emergent Bilingual (EB) students across PK12 campuses, ensuring alignment with all federal, state, and district requirements and expectations.
• Oversees and monitors the implementation fidelity of bilingual education program models, including Dual Language programs, ensuring consistency with district expectations across campuses.
• Designs, leads, and monitors LPAC systems, including training, documentation, and compliance, ensuring accurate student identification, placement decisions, parent communication, and adherence to all required procedures.
• Partners with Curriculum & Instruction departmentsincluding Core Content and Specialized Learningto ensure Emergent Bilingual students have access to grade-level content and appropriate language supports embedded within instruction.
• Collaborates with School Leadership to ensure consistent campus implementation, program fidelity, and full compliance with federal, state, and district requirements and expectations.
• Ensures accurate and timely identification, placement, and service provision for Emergent Bilingual students in coordination with the Student Placement Center.
• Leads family engagement and wraparound efforts to support Emergent Bilingual students and families, including communication, outreach, and strategies to promote program understanding and student retention and success.
• Leads program monitoring, reporting, and annual evaluation of Emergent Bilingual programs in collaboration with Assessment, Analytics, Reporting, and Accountability, ensuring data accuracy and continuous improvement.
• Ensures teachers on the annual Bilingual and ESL Waiver attain required certification in collaboration with Talent Management, ensuring progress toward certification and reduction of waiver reliance.
• Oversees translation and interpretation services to ensure equitable access to information and services for families.
• Demonstrates flexibility in scheduling and availability, including extended or adjusted work hours during peak compliance periods, program monitoring cycles, and critical deadlines, to ensure timely and accurate execution of all responsibilities.

Safety

• Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
• Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
• Corrects unsafe conditions in the work area and promptly reports any conditions that are not immediately correctable to the supervisor.

Knowledge, Skills and Abilities 

• Knowledge of federal, state, and district requirements related to bilingual education programs, including student identification, placement, services, reclassification, and monitoring.
• Knowledge of LPAC processes, documentation requirements, and compliance expectations to ensure accurate decision-making and adherence to all required procedures.
• Knowledge of bilingual education program models, including Dual Language, and expectations for implementation fidelity across PK12 settings.
• Knowledge of language development across listening, speaking, reading, and writing, and how these support access to grade-level content.
• Knowledge of assessment and language proficiency systems used to support Emergent Bilingual students, including processes related to placement and progress monitoring.
• Skill in supervising and developing staff, including setting clear expectations, monitoring performance, providing feedback, and ensuring accountability for results.
• Skill in building and sustaining a high-performance culture focused on consistent program implementation and improved student outcomes at scale.
• Skill in performance management, including the ability to use data to assess effectiveness, identify gaps, and take action to improve staff and program outcomes.
• Skill in monitoring program implementation across multiple campuses to ensure consistency, compliance, and alignment with district expectations.
• Skill in designing and delivering professional learning for campus staff, including training related to program requirements, compliance processes, and certification expectations.
• Skill in collaborating effectively across departments, including Student Placement Center, Curriculum & Instruction, School Leadership, and Talent Management, to ensure coordinated systems of support.
• Skill in organizing, analyzing, and using program data to support monitoring, reporting, and continuous improvement efforts.
• Skill in communication, both oral and written, to effectively convey program requirements, expectations, and updates to a variety of stakeholders, including campus staff and families.
• Ability to interpret and apply complex policies, procedures, and regulatory guidance to ensure compliance with federal, state, and district requirements.
• Ability to manage multiple priorities and timelines, particularly during high-volume compliance and reporting periods, while maintaining accuracy and attention to detail.
• Ability to build and maintain effective working relationships with campus and district staff to support consistent program implementation.
• Ability to monitor and support educator certification progress and collaborate with Talent Management to strengthen staffing pipelines and reduce reliance on waivers.
• Ability to ensure equitable access to programs and services for Emergent Bilingual students and families, including oversight of translation and interpretation supports.
• Ability to handle confidential student information with a high level of discretion and professionalism.

Travel Requirements

• Travels to school district buildings and professional meetings as required.

Minimum Required Qualifications

Education:

• Bachelor's degree from an accredited college or university required.
• Master's degree in Education, Educational Leadership, or a related field preferred.
  
  
  

Certification/License:

• Valid Texas Teaching Certification preferred.
• Valid Texas Bilingual certification preferred.
• Valid Texas Principal or Mid-Management certification preferred.

Experience:

• Minimum of 5 years of progressively responsible experience in education, including classroom, campus, district, or related leadership roles.
• Minimum of 3 years of experience teaching in a bilingual program required.
• Demonstrated, verifiable track record within the past five years of designing and implementing campus- or district-level initiatives that have driven improved outcomes for Emergent Bilingual students at scale, aligned to performance levels achieved by high-performing school systems, required.
• Experience using data to monitor program effectiveness and drive instructional decision-making for Emergent Bilingual students required.
• Minimum of 2 years of leadership experience at the campus or district level preferred.
• Experience supervising staff, managing performance, and ensuring consistent program implementation across multiple campuses preferred.
