The Louisiana Department of Insurance is seeking a qualified attorney to serve as an
Attorney 4 in the Office of Legal Services, Regulatory Section. This position provides specialized legal guidance, representation, and support to the Office of Health, Life & Annuity's Pharmacy Benefit Management Enforcement Division and the Division of Consumer Services on complex legal and regulatory matters involving pharmacy benefit managers (PBMs). Minimum Qualifications
Possession of a current Louisiana license to practice law plus three years of experience as a practicing attorney.

Job Duties and Other Information
Job Duties:
As an
Attorney 4 in the Office of Legal Services/Regulatory Section you will/may:
- Provide legal counsel and guidance to the Office of Health, Life & Annuity's Pharmacy Benefit Management Enforcement Division and the Division of Consumer Services on complex legal and regulatory matters involving pharmacy benefit managers (PBMs).
- Research, analyze, and interpret federal and state laws, regulations, and jurisprudence affecting pharmacy benefit managers, including ERISA, Title 22 of the Louisiana Insurance Code, and other applicable laws.
- Review regulatory audit activities, evaluate legal issues, and prepare legal opinions regarding pharmacy benefit manager compliance, enforcement actions, and related regulatory matters.
- Draft legal opinions, regulations, bulletins, directives, advisory letters, memoranda of understanding, pleadings, and other legal documents supporting the Department's regulatory and enforcement activities.
- Represent the Department in administrative proceedings, regulatory enforcement actions, and state and federal litigation involving pharmacy benefit manager compliance, consumer complaints, audit findings, and related insurance matters.
- Investigate legal issues, prepare litigation documents, conduct trial preparation, and represent the Department before administrative tribunals and state and federal courts, as needed.
- Monitor proposed legislation, regulatory developments, and judicial decisions affecting the insurance industry, and provide recommendations regarding their impact on Department programs, policies, and enforcement efforts.
- Confer with insurance companies, healthcare providers, government agencies, consumers, and other stakeholders regarding pharmacy benefit manager laws, insurance regulations, and complex legal issues.
- Perform special projects and other related legal duties in support of the Department's mission.
