Overview

We are seeking an Associate Business Analyst to join the Business Analytics and Testing Support Team. This position supports business analysis, process improvement, requirements documentation, testing activities, and stakeholder engagement initiatives that help ensure customer needs are effectively translated into technical solutions. The ideal candidate will have prior VDOT experience and a strong foundation in business analysis, project support, and Power Platform technologies.

Job Description

The Associate Business Analyst will support by assisting with business process analysis, requirements gathering, documentation, testing, and stakeholder collaboration. Working under the guidance of senior analysts, this role contributes to both Agile and Waterfall software development initiatives while helping ensure business requirements are clearly defined, prioritized, and aligned with technical solutions. The position also supports continuous improvement efforts through process optimization and Power Apps/Power Automate enhancements.

Responsibilities

Business Analysis & Requirements Management

  • Participate in meetings with stakeholders and technical teams to understand business processes, operational challenges, and customer needs.
  • Assist with gathering, documenting, and validating business requirements.
  • Support the development of user stories, acceptance criteria, and requirements documentation with accuracy and clarity.
  • Help translate traditional business requirements into Agile Epics, Features, and User Stories.
  • Assist in mapping business requirements and user stories to technical design documentation.
  • Support backlog refinement activities and maintain organized requirements repositories.

Process Analysis & Documentation

  • Analyze business processes and assist in identifying opportunities for improvement.
  • Help perform root cause analysis of system and process issues through research and documentation review.
  • Create and maintain process flows, context diagrams, data flow diagrams, and related documentation.
  • Develop foundational knowledge of business applications and organizational data management concepts.

Testing & Quality Assurance

  • Assist with creating test objectives, test plans, test cases, and testing documentation.
  • Execute functional and regression testing activities.
  • Document test results and communicate findings to project stakeholders.
  • Support User Acceptance Testing (UAT) activities, including stakeholder coordination and feedback collection.

Collaboration & Operational Support

  • Work closely with senior analysts, Product Owners, business stakeholders, and technical teams.
  • Help identify dependencies, priorities, and related requirements across projects.
  • Communicate project progress, testing outcomes, and business needs to team members.
  • Support customer-focused solution delivery throughout the software development lifecycle.

Process Improvement & Power Platform Support

  • Recommend and assist with internal Business Analyst team process improvements.
  • Support the development and enhancement of tools, workflows, and automation solutions using Power Apps and Power Automate.
  • Contribute to continuous improvement initiatives that increase efficiency and effectiveness across the organization.

Requirements

Minimum Qualifications

  • Bachelor's degree in Business, Information Systems, Computer Science, Public Administration, or a related field; or an equivalent combination of education and experience.
  • 2 years of experience in business analysis, project support, and/or Power Apps/Power Automate.
  • Previous VDOT experience related to Business Analysis, Management Analytics, and/or Power Apps/Power Automate.
  • Foundational understanding of Agile and Waterfall Software Development Lifecycle methodologies.
  • Strong written and verbal communication skills.
  • Strong organizational skills and attention to detail.
  • Ability to collaborate effectively within a team environment and work under guidance from senior analysts.
  • Must be local to Richmond, VA and available to work onsite up to five days per week based on business needs.
  • Must physically reside within the United States for the duration of the assignment.
  • Must be able to attend an in-person interview.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.

Preferred Qualifications

  • 2 years of experience working with the Virginia Department of Transportation (VDOT), including familiarity with VDOT policies, procedures, and systems.
  • Internship or academic project experience involving business analysis, requirements documentation, process mapping, or solution evaluation.
  • 0-2 years of experience in business analysis, project support, data analysis, or related work.
  • Basic understanding of data analysis and organizational data structures.
  • Curiosity, initiative, and willingness to learn VDOT systems, processes, and analysis standards.
