SUMMARY
The City of Amarillo is seeking exceptionally organized, reliable, and skilled leaders for the position of Assistant City Engineer in support of current and future City projects and local development. Persons applying for this position will be responsible for the design and review of public works and infrastructure related projects. This person will support teamwork through exceptional communication with organizational leadership, interdepartmental team members, and by administering City ordinances. This person will support the community through effectively managing public infrastructure projects.
ESSENTIAL RESPONSIBILITIES
Public Infrastructure Management
  • Supervises and directs department personnel in the preparation of plans and specifications for public works and infrastructure projects such as arterial street design, arterial storm sewer design, water and wastewater utility design, and other City division projects as assigned.
  • Design and prepare projects that include hydrological, hydraulic, street/storm sewer alignment and grade, water utilities, wastewater utilities, airport paving, navigational aids, drainage, parks, public buildings, and other unique public works improvements.
  • Reviews and comments on the civil engineering portions of projects prepared by the CP&DE Department and other City Divisions.
  • Participate in public infrastructure planning and designs and prepare project proposals.
  • Reviews, comments, and makes recommendations on design elements of proposed and privately designed developments.
  • Reviews, comments, and makes recommendations to City Engineer on street, alley, storm sewer, drainage structure, water and wastewater projects designed by consulting engineers that affect City facilities.
  • Reviews, comments, and makes recommendations on floodplain management submittals such as development permits and Letters of Map Change applications.

Contract Management
  • Prepares and administers developer agreements for private development within City limits and the extraterritorial jurisdiction area.
  • Prepare recommendations for public works project and consultant contract awards.
  • Prepares project change orders and related redesign of construction projects.
  • Prepares purchase specifications for engineering software, surveying equipment, and construction material testing equipment.
  • Assists project staff in obtaining repairs and maintenance for projects that have been completed.
  • Reviews contractor submittals on projects.

Interdepartmental Collaborations
  • Prepares participation costs for projects requiring property assessments, other public entity participation, utility company participation, and/or City participation.
  • Reviews subdivision plats, right-of-way encumbrance agreements, development site plans, and public utility easements.
  • Prepares information for deeds from traverse and existing plat data for easements, right -of- way dedications, property acquisitions and annexations.
  • Assists in selecting consulting engineers for projects and engineering reports.

Programs Administration
  • Investigates complaints from the public concerning potential drainage, pavement, and utilities problems, recommending viable solutions.
  • Assists the City Engineer in preparing the Department annual operating budget and capital improvement program.
  • Prepares engineering reports for proposed public works improvements.
  • Provides information, documents and engineering assistance to the public, utility companies, other public entities, and railroad companies on public works projects and private projects that affect City facilities.
  • Assists the City Engineer in administering paving, utility cut, right-of-way, flood damage mitigation, platting and subdivision development ordinances.

Policy Development
  • Assist in the development and approval of municipal code and development policies
  • Assists the City Engineer in annually updating the applicable sections of the City Standard Specifications.
  • Improve and implement CAD standards.

Supervisory Function
  • Performs routine evaluation and appraisal of department staff including.
  • Supervises construction projects, including periodic inspections for compliance with plans and specifications and periodic review of materials.
  • Provide supervision for the daily operation of the design team of surveyors, designers, engineers, and inspectors to design and construct public works projects.
  • Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS
Requires a Bachelor's Degree in Engineering or related field and a minimum of six years of public works project design and/or private development design-related experience. Must be licensed as a Professional Engineer with the Texas Professional Board of Professional Engineers and Land Surveyors or currently licensed in another jurisdiction and able to obtain within six months. Valid Texas Driver's License Required.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Understanding and knowledge of the discipline of civil engineering.
  • Strong computer skills: Word, Excel, etc.
  • Ability to effectively use highly technical computer applications, such as GIS or CAD.
  • Ability to learn new software and improve processes with existing software.
  • Strong verbal and written communication skill.
  • Ability to operate computers and other basic office equipment.
  • Ability to perform complex mathematical computations.
  • Ability to obtain Certified Floodplain Manager accreditation preferred.
