Job description

Job Summary

The Management Analyst will support the Veterans Health Administration (VHA) Integrated Veteran Care (IVC) Veteran Family Member Programs (VFMP) Modernization Portfolio by providing analytical, operational, organizational, and process improvement support for modernization and automation initiatives across VFMP operations.

This role supports enterprise transformation efforts related to healthcare claims processing, eligibility modernization, appeals modernization, Electronic Data Interchange (EDI), workflow automation, inventory reduction, business process optimization, and organizational efficiency initiatives. The Management Analyst will analyze current operational processes, identify improvement opportunities, develop recommendations, support modernization implementation activities, and assist with organizational reporting and performance monitoring.

The Management Analyst will work collaboratively with Government leadership, project teams, operational stakeholders, technical personnel, and contractor staff to support strategic modernization initiatives and ensure alignment with VFMP operational priorities, governance standards, and performance objectives.

This role requires strong analytical capabilities, organizational assessment skills, communication abilities, and experience supporting operational improvement and modernization efforts within a healthcare or government environment.

Primary Responsibilities

Operational & Organizational Analysis

  • Conduct operational analyses of VFMP business processes, workflows, organizational structures, and modernization initiatives.
  • Evaluate operational effectiveness, workflow efficiency, inventory management, and business performance.
  • Assess current-state and future-state operational environments to identify modernization opportunities.
  • Perform gap analyses and develop recommendations supporting process improvement and operational efficiencies.
  • Analyze workflow bottlenecks, staffing impacts, operational risks, and performance metrics.
  • Assist leadership with identifying opportunities to improve service delivery, processing timeliness, and operational outcomes.

Business Process Improvement

  • Support business process redesign and workflow optimization initiatives across VFMP operations.
  • Analyze operational procedures supporting:
    • Claims processing
    • Eligibility determination
    • Appeals processing
    • Intake and document processing
    • Benefits coordination
    • Care coordination
    • Pharmacy support
    • Customer service operations
  • Support development of modernization recommendations that improve operational efficiency and reduce manual workload.
  • Assist with implementation and operational integration of modernization initiatives.

Research, Reporting & Documentation

  • Collect, analyze, and interpret operational and program data.
  • Develop reports, findings, summaries, dashboards, and recommendations for leadership review.
  • Prepare executive summaries, briefing materials, and analytical reports supporting modernization initiatives.
  • Develop and maintain:
    • Process flow diagrams
    • Operational assessments
    • Gap analysis reports
    • Standard Operating Procedures (SOPs)
    • Business process documentation
    • Workflow documentation
    • Meeting minutes and action item trackers
  • Ensure documentation is accurate, organized, and aligned with VFMP modernization standards.

Stakeholder Coordination & Support

  • Collaborate with operational stakeholders, project managers, technical teams, and Government leadership.
  • Participate in modernization planning sessions, workshops, stakeholder meetings, and operational reviews.
  • Facilitate information gathering sessions and stakeholder interviews.
  • Coordinate follow-up activities and action items supporting modernization initiatives.
  • Support cross-functional collaboration between operational and technical teams.

Modernization & Implementation Support

  • Support implementation activities associated with automation, systems modernization, and workflow transformation projects.
  • Assist with operational readiness activities and implementation planning.
  • Support User Acceptance Testing (UAT), validation activities, and post-implementation assessments.
  • Assist in monitoring operational performance following implementation activities.
  • Support development of recommendations for continuous improvement initiatives.

Performance Monitoring & Metrics

  • Assist in development and monitoring of operational performance metrics and Key Performance Indicators (KPIs).
  • Analyze trends related to workload management, inventory reduction, timeliness, accuracy, and operational effectiveness.
  • Support leadership with data-driven recommendations and performance improvement strategies.
  • Assist in tracking modernization project outcomes and operational impacts.
Minimum Qualifications

Education

Bachelor's degree in:

Required Experience

  • Experience preparing reports, recommendations, and business documentation.
  • Experience supporting modernization, transformation, or organizational improvement initiatives.
  • Experience facilitating stakeholder coordination and information gathering activities.
