Job description

JOB TITLE: Foster Care Recruitment and Licensing Manager

REPORTS TO: Senior Vice President of Foster Care and Prevention Services


REQUIREMENTS:

  • Bachelor's degree in human services or related field
  • Minimum 3 years consecutive experience in a foster care setting
  • Minimum 1 year experience in Resource Development and Foster Parent Recruitment/Retention
  • 2 years of experience in marketing, fundraising, and event coordination (preferred)
  • SAFE and NTDC certification required or must obtain shortly after hire
  • Strong public speaking and presentation skills
  • Excellent written, oral, and analytical communication skills
  • Cultural competency and knowledge of child welfare best practices in Georgia
  • Highly organized with attention to detail and strong multi-tasking abilities
  • Skilled in building rapport with diverse populations and assessing potential foster families
  • Proficient in Microsoft Office,Powerpoint, Canva, Excel, and electronic case management systems
  • Proven ability to lead, motivate, and manage effective teams
  • Self-starter with strategic planning and implementation skills
  • Valid driver's license, reliable transportation, and good driving record required


POSITION SUMMARY:

The Recruitment and Licensing Manager will develop, implement and coordinate recruitment and licensing strategies for the Foster Care Program at Bloom. This individual will oversee a team of specialists who will ensure that highly qualified foster families are recruited, licensed, trained, and supported to meet the needs of children referred to the program as well as the long-term strategic goals of the organization.


PRIMARY RESPONSIBILITIES:

Foster Parent Recruitment

  • Designs and manages targeted recruitment strategies statewide, to align with referral demographics and trends
  • Develops and oversees annual recruitment budget
  • Builds community awareness and relationships through events and outreach
  • Collaborates with the marketing team to maintain recruitment materials
  • Tracks inquiries and effectiveness via ASI-Ware
  • Ensures that a regular calendar of prospective foster parent orientations is held
  • Monitors progress toward recruitment/licensing/retention goals and reports to Director

Foster Parent Licensing

  • Ensures compliance with agency, state, and national standards for approving foster homes, including home studies and background checks
  • Maintains foster home and foster file compliance across statewide offices
  • Updates and maintains all licensing related documentation in all mandated databases
  • Ensures that NTDC training is regularly and effectively conducted by Licensing Specialists and adheres to best practice
  • Conducts meetings, investigations, and corrective actions with foster parents as needed
  • Works collaboratively to match children with appropriate foster families

Foster Parent Retention

  • Manages annual retention budget and calendar of appreciation/support activities
  • Implements innovative family support and networking ideas
  • Coordinates with the marketing team on monthly foster family communications
  • Conducts and analyzes bi-annual satisfaction surveys
  • Tracks and reports retention goal progress monthly
  • Participates in Bloom meetings, strategic planning, and PQI efforts
  • Performs additional duties as assigned


GENERAL EXPECTATIONS: This is a full-time salaried position (at least 40 hours per week) requiring flexibility of schedule. Some weekends and evenings are required. Travel throughout metro Atlanta and surrounding areas.
