Job Code: 112 Exempt: Yes Civil Service: No Random Drug Screen: Yes Residency Requirement: Yes Department: Transmission & Distribution Reports To: T&D Engineering Manager Location: Transmission and Distribution GENERAL DESCRIPTION OF POSITION The intent of this description is to provide a representative summary of the major duties and responsibilities performed by employees on this job. Under the general direction of the T&D Engineering Manager, this position is responsible for all phases of the design, troubleshooting, coordination, and construction of new and existing transmission, distribution, substation, water distribution facilities and fiber optic communication facilities. Position requires strong technical, communication & project management skills. Position requires extensive knowledge with relay protection schemes for transmission, distribution & substation protection. Position requires a high level of judgment, analytic ability and creativity investigating moderately complex situations and recommending solutions. ESSENTIAL DUTIES AND RESPONSIBILITIES Directs & Supervises activities of Engineering Technicians.Applies technical expertise in the design of electric transmission, distribution, substation facilities; fiber optic communication facilities; water distribution facilities and associated equipment, which will meet all codes and regulatory requirements.Performs studies to determine standards for construction, operation and maintenance of electric transmission, distribution substation facilities; water distribution facilities; fiber optic communication facilities.Perform studies and analysis as required for the specification and installation of equipment.Assists T&D Engineering Manager in planning studies to determine future changes and additions to transmission, distribution and substation facilities.Prepares contract specifications on major construction projects and administers contract terms in the field.Performs network analysis and computer simulations for determining load flows in the transmission and distribution system and water flows in the water distribution system.Assures that all protective relaying is properly coordinated, maintained, tested and records are clearly documented.Ensure electric transmission, distribution, substation facilities; water distribution facilities; fiber optic communication drawings and records are kept current and accurate.Investigates all electric transmission, distribution and substation events or other events as requested to evaluate system performance, and implement corrective action plans.Prepare budgets, prepare estimates, manage and implement approved projects, and provide reports as required.Participate on special project teams as needed.Assists T&D Engineering Manager in preparing budgets and forecasts relating to future expenditures for electric transmission, distribution, substation, and water distribution facilities.Attends coordination and construction meetings with local private, city and state officials.Attend seminars, technical expositions, and continuing education classes to stay abreast of new technologies and operations procedures.Rotates as Duty Supervisor for after hours emergency management responses.Ensures organization's adherence to all OMU Health & Safety policies, regulations and programs.This role requires a 30 minute response time.Assist T&D Engineering Manager, jointly with Director of Telecommunication, in preparing budgets, expansion plans, and system upgrades for the telecommunication system.Assists T&D Engineering Manager in maintaining and updating construction standards, historical construction records, material specifications, and approved vendor lists as well as the review of bid submittals involving products which may vary in rated characteristics and/or dimensions prior to award (i.e. Transformers, light fixtures, etc.).Studies and evaluates all proposed interconnections or services requests by third parties which may adversely impact transmission or distribution facilities or their operation (i.e. Motors, generators, solar, etc.).Assists Substation department with preparation and maintenance of wiring diagrams for equipment replacements.Perform any other related duties as required or assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION AND EXPERIENCE Technical degree required in such disciplines as Computer Engineering, CPA, etc, plus 3 years related experience and/or training, and 12 to 18 months related management experience, or equivalent combination of education and experience. COMMUNICATION SKILLS Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community. MATHEMATICAL SKILLS Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. CRITICAL THINKING SKILLS Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Supervises a small group (3-7) of employees, usually of lower classifications. Assigns and checks work; assists and instructs as required and performs same work as those supervised, or closely related work, a portion of the time. Content of the work supervised is of non-technical nature, but presents numerous situations to which policies and precedents must be interpreted and applied. Strong written and verbal communication skills necessary in dealing with a wide range of personalities both inside and outside the organization. Extensive knowledge of personal computers and ability to quickly learn specialized software applications needed. A valid Kentucky driver's license required. Professional Engineering registration or ability to obtain desired.
