You will provide SME support services to ensure that the Oracle Federal Financials system is well-functioning and processes for execution of functionalities within and outside of the system are effectively and efficiently designed. Identify, understand, and execute transactions and processes within Oracle and other client systems to include, but not limited to:
i. Oracle customizations
ii. Ad hoc reporting
iii. Data validation and verification
iv. Assist with automation of reporting tools and reconciliations
Requirements
Responsibilities
- Assist Senior Systems Accountant on projects related to systems, data, budget analysis assistance, and accounting assigned by Treasurer or Controller on an as need basis (i.e., subledger to general ledger reconciliations automation, Apportionment Accounting project, etc.).
- Communicate complex system specification, design, query, and other financial system technical information together with process driven flows to various levels of stakeholders.
- Work with Senior Systems Accountant and VP Controller in the evaluation of the performance of Oracle and its interconnections with other systems and other contractors to improve the performance of Oracle as needed.
- Writing as well as peer review of business requirements, software code, database design and software, provides user quality testing for IT projects depending on their area of expertise.
- Review new requirements of systems applications, reads systems diagrams, documentation, and determines where the system must be scaled so that testing will be focused, and desired outcome achieved.
- Analyze, document, and design improvements to OCFO business processes, especially activities conducted in Oracle and other systems, including the implementation of best practices with the goal of improving consistency with activities, documentation, and efficiency.
- Work with users to define and document system testing criteria and scenarios.
- Work with developers to complete user testing more efficiently.
- Oversee testing of systems performance and software application systems by government staff or contractors and report results to government representative.
- Document and analyze system configurations and designs that impact accounting for proper design and proper financial reporting outcomes.
- Resolve data conflicts and inappropriate data usage.
- Provide expertise advise in accounting and system outcomes and serve as the link between IT technical and accounting and financial system users.
- Experience in analyzing and designing improvements to business processes, including the implementation of best practices.
- Define, document, and update accounting treatment manual transactions.
- Provide support for analysis of current chart of accounts and design of Accounting Treatment Manual (ATM)
Qualifications
- Federal experience is must.
- Must have analytical skills to compare and reconcile the expected versus real test results.
- Must be able to effectively communicate technical teams as well as accountants and financial analysts.
- Significant experience in communicating complex technical information to various levels of stakeholders including leadership.
- Experience Oracle Federal Financials Budget to Report (B2R) process areas, i.e., GL, subledger accounting, financial reporting
- Knowledge of GAAP Accounting
- Technical accounting expertise with USSGL
- Expertise working with Accounting Treatment Manuals (ATM) Qualifications
