Purpose of the Position

This position is responsible for directing and supervising the activities of union steady workers and casual laborers (on terminal or ship) engaged in loading, unloading or moving of ship's cargoes and materials requiring special handling. To ensure cargo is loaded in specified sequence and in accordance with shipping instructions. To ensure time requirements are met. To ensure the company's compliance with federal, state and local safety rules and regulations. To anticipate and identify health concerns and hazards. To enhance work productivity. To respond to customer requirements for work methods, procedures, and sequence.


Essential Functions

Reporting Relationships: This position reports directly to the supervisor on attached Supervisory Assignment Form and is responsible to management staff in charge of the assigned work site. This position supervises the union personnel at assigned location.


Primary Duties

  • Regular, predictable and reliable attendance.
  • Works closely with Terminal Managers. Assistant Manager and/or Operations Manager.

o Reviews ship list ETA.

o Coordinates vessel operations with terminal.

o Prepares daily work schedule for working ships prior to arrival.

o Provides vessel agent with projected work schedule.

  • Implements plan for daily operations.

o Orders labor and implements changes for labor request.

o Communicates with union personnel, vessel agents, gearmen etc.

o Orders equipment and gear.

  • Supervises staff and schedules workloads.
  • Supervises union personnel and is responsible for the following:

o Makes personnel changes, i.e., Per Diem Stevedores can refuse or return to the hall any union personnel including, but not limited to, any foreman, longshoreperson, or marine clerk for performance issues.

o Approves overtime for union personnel.

o Verifies and calculates timecards.

o Resolves employee conflicts.

  • Calculates manpower for next shift by forecasting number of gangs, shifts required, and utilization of manpower.
  • Reviews day to day operations of ship and cargo while in port.

o Communicates with and updates ship's Captain.

o Inspects gear certifications and dates.

o Makes physical inspection of vessel and equipment.

o Monitors discharging or loading activities.

o Reviews previous shifts documents for loading or discharging according to plans.

o Reviews and signs safety checklist.

  • Boards ships to ensure Foreman is following load plans.

o Follows- up on changes made from hatch to hatch.

  • Directs the Hall Foreman on loading the ship.
  • Communicates with the shipper and the ship's chief officer.

o Relates changes from shipper.

o Reviews previous shifts load out plan.

o Reviews all information related to ship de-ballasting conditions.

  • Reviews stowage plans.
  • Reviews and submits daily equipment usage report.
  • Per Diem Stevedores play a critical role in safety at Metropolitan Stevedore Company. Their important safety duties include, but are not limited to:

o Assuring the safety of the general longshore work force and steady Metropolitan employees

o Knowing, implementing, enforcing and monitoring the Injury and Illness Prevention Plan (IIPP), and

o Taking necessary and appropriate loss prevention and loss control measures regarding injuries to persons and damage to property and equipment.

  • The IIPP outlines in detail the safety duties and responsibilities of a Per Diem Stevedore, and those duties and responsibilities, including future updates and revisions, are incorporated by reference into this Position Description.

Additional functions

  • Travels to outlying ports as needed.
  • Verifies reports for accuracy.
  • Attends meetings.
  • Cross-trains for various types of Stevedore positions.
  • Works weekends and holidays.
  • Remains on 24-hour call for operations and emergencies.
Requirements:

Minimum Qualifications (With or without reasonable accommodation)


Technical Training and Skills

  • Working knowledge of MS Word and Excel prior to completing training period.
  • Skilled in human resources and supervision.


Professional Training or Knowledge

  • Knowledge of maritime industry to include longshoremen's union policies, union contracts, harbor and port procedures and governmental and safety regulations is preferred.
  • Knowledge of, and strict adherence to, all anti-discrimination, anti-harassment, and anti-retaliation laws, practices and procedures is a must and will be provided during the training period.

Work Experience

  • Minimum of 2 years working experience in maritime industry working directly with operations, preferred.

License Required

  • Valid Driver’s License.
  • Valid TWIC Card (Transportation Workers Identification Credential) or able to obtain and maintain.

General education or equivalent

  • High School Diploma or equivalent preferred.

Physical Demands:

  • Ability to enter and maneuver through all parts of multi-level ship and multi-level marine terminal, including all hatches, cargo spaces and decks, from sea level to levels several feet above sea level.
  • May include the ability to ascend and descend ladders, narrow stairways, steep stairways, use narrow walkways, ramps, elevated platforms, and catwalks in order to reach certain areas of the ship and terminals.
  • Walking and standing on uneven surfaces or in water may be required.
  • Duties may be performed at varying heights above ground or underground.

  • Ability to maintain a professional demeanor when communicating with steamship lines, agents or while working with other departments.

  • Ability to analyze management reports to determine cost effective methods of operations.
  • Ability to listen to others and act decisively on information received aurally.
  • Ability to comprehend and accurately process information received from written materials.
  • Organizational sensitivity.

Environmental Conditions


As a member of the Company’s operations staff, an employee may be exposed to a great variety of environmental conditions. Such is the very nature of contract stevedoring and marine terminal operations. Some of the work will be indoors, some outdoors, and other aboard ships not owned by or chartered to the Company. Operations staff may work on property owned by the Company, leased to the Company, owned by ports and leased to others, or owned by, chartered by, or leased to our maritime customers. Employees may work around motorized vehicles and the various ships, appurtenances, equipment, and gear common to the industry. While an employee may work on a single maritime site for the majority of one’s work, special circumstances may require that employees work at a different site based upon the needs of the business. The Company serves as stevedore and/or terminal operator for a wide variety of maritime cargoes for export and import.


In all instances, the health and safety of all employees is the Company’s #1 concern. The Company has a vice president of safety & environmental services. That person will assist employees in the identification of any unusual exposures so that the appropriate steps may be taken to ensure their health. This would include everyone’s full compliance with the Company’s hearing loss conservation program in those specific locations where it has been identified that one may be exposed to injurious noise levels. Material Safety Data Sheets are available at each work site requiring such document.
