Salary:

A 4 operating room/1 procedure room ambulatory surgery center in Bucks County, PA is seeking a dynamic individual to serve as Executive Director.  This is a multi-specialty facility in a joint venture with St. Mary Medical Center; it has enjoyed much success and served more than 35,000 patients since opening in 2011. The facility's business hours are M-F 7:30am-4:00pm+; closed weekends and all major holidays.  Join an excellent team and guide the Center through it's second decade of operations!


The Executive Director is responsible to ensure the financial, operational and clinical success of the Center, and is responsible for the entire operations of the facility including the administrative (front office operations-scheduling, patient registration, billing, and materials management) and clinical departments. The Executive Director will oversee all financial aspects of the Center including purchasing, payroll, accounts payable, adherence to budgets, and producing accurate monthly financial reports. The Executive Director will ensure that all policies, rules, regulations and accreditation standards are implemented and adhered to. The Board of Managers delegates these responsibilities to the Executive Director.

QUALIFICATIONS:
• Master’s degree in Business or Healthcare Administration
• Strong financial and accounting experience
• Experience in overall ASC operations
• Current knowledge of Medicare & DOH regulations and AAAHC guidelines
• Capable of keeping the ASC in compliance and accreditation readiness
• Strong communication skills and ability to foster a teambuilding atmosphere among all staff members
• Strong physician relationship-building skills

RESPONSIBILITIES

 

Fiscal Responsibility:
 Preparation of annual budget.
 Produces and reviews monthly financial statements and explains variances against budget; communicates findings to the Board of Managers, SMMC Accounting Dept., and external accountant.
 Reviews monthly Accounts Receivable data including productivity, collections and aging of accounts and makes suggestions to improve results.
 Reviews Accounts Payable and Payroll data, and communicates findings to Board of Managers, SMMC Accounting Dept., and external Accountant, and makes suggestions to improve results.
 Analyzes and reviews benchmarking data pertaining to specialty and case costing as well as utilization and efficiency. Implements cost effective measures when appropriate.
 Ensures the center is staffed as efficiently as possible when there are known down-times (vacations, etc.)
 Management and oversight of facility contracts.


Supervision of Clinical Leadership & Oversight:
 Works cooperatively with the Director of Nursing and determines and schedules appropriate staffing assignments to support patient flow through the procedure areas, keeping in mind patient care and budget needs.
 Ensures all The Ambulatory Surgery Center at St. Mary policies and regulations are met, including, but not limited to appropriate scheduling patterns, payroll, overtime, clinical evaluations are completed timely, and all licensed personnel have current license in employee file.
 Works cooperatively with the Director of Nursing to monitor the daily flow of patients making recommendations for efficiency or customer service. Conducts ongoing room utilization studies.
 Acts as the onsite expert for the dictation system, assisting the Physicians and staff in learning the system and troubleshooting problems.
 Works cooperatively with the Director of Nursing with the planning of annual mandatory in-services for the clinical staff
 Works cooperatively with the Director of Nursing to assure compliance to all clinical policies and procedures, and bringing to the attention of the Medical Directors any problems with physician or staff compliance.
 Monitors the ordering and inventory of all surgical supplies, medical supplies, medical equipment purchases, and medications.
 Collaborates with the Director of Nursing in the procurement of equipment and supplies.
 Works cooperatively with Director of Nursing and Business Office staff to conduct chart reviews to check for completeness.
 Maintain an efficient and highly organized Medical Record system; specific medical record and chain of custody duties are delegated to staff.
 Works cooperatively with the Director of Nursing and other ASC supervisory staff to ensure the mechanical equipment in the facilities shed is properly maintained.


People, Relationships & Growth:
 Works cooperatively and communicates regularly with the Board of Managers, Medical Director, and all physicians utilizing the Surgery Center.
 Directly supervises the front office staff of the Center and the Director of Nursing to facilitate the seamless and efficient functioning of the Center. This role is ultimately responsible for supervising all staff at the center.
 Acts as liaison with the staff of the physician’s professional office to foster teamwork and ensure effective communication.
 Coordinates meetings for the Board of Managers and Committees, prepares the agendas and documents each meeting with written minutes.
 Executive Director manages the Credentialing and Corporate Compliance Committees, in conjunction with the designated Chief Compliance Officer (SMMC).
 Will develop relationships with potential physician investors and continuously work to grow volume in the center.
 Directly supervises all staff to lead the seamless and efficient functioning of the Center.
 Presents a friendly, courteous and helpful manner in all interactions with patients, vendors and others who interact with the Center and the staff within the Center.
 Collaborates with the Director of Nursing when performing human resource duties to support facility operations: 1) Develops and implements personnel policies and procedures, 2) Administers organizational benefits.


Front Office Oversight:
 Supervises and trains front office staff.
 Monitors operations regularly to ensure timely and accurate completion of registration, demographic and insurance data for billing and verification that authorizations are entered correctly into the billing system.
 Works collaboratively with the office staff to develop and improve procedures to facilitate scheduling of appointments and exchange of information.
 Responsible for physician credentialing and privileges for the facility.

Human Resources and Payroll:
 Ensures that all new hire forms are completed correctly in a timely manner.
 Conducts and documents disciplinary actions, as necessary, for all Center staff.
 Ensures all staff receives annual evaluations in an acceptable time frame.
 Recommends salary changes, documents personnel changes and processes paperwork in a timely fashion.
 Monitors and approves timesheets for all staff and prepares time summary for all employees; submits accurate time summary to PAY USA for biweekly payroll by predetermined due date/time. Ensures that employee worked hours are correct and this verification is completed by the predetermined due date/time.
 Ensures that The Ambulatory Surgery Center at St. Mary policies is adhered to concerning the accrual and usage of PTO (Paid Time Off).
 Ensures that Center adheres to state, federal, local labor laws, that all required Labor Posters are hung in conspicuous areas.
 Ensures that all Policies and Procures are explained to staff and that these policies are followed.
