Job Description: Applications must be submitted online at: https://cityofsantafenmemployees.munisselfservice.com/employmentopportunities/default.aspx General Definition of Work The ITT Security Officer provides vision and leadership for developing and supporting information technology security initiatives, directs the planning and implementation of enterprise IT systems, business operations and facility defenses against security breaches and vulnerability issues. This position is also responsible for auditing existing systems, while directing the administration of security policies, activities and standards. Supervision Received Works under the general supervision of the ITT Director. Supervision Exercised Supervises Security Analysts, Manages small to large projects with ITT and Department staff as project staff. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Essential Functions · Participates as a member of the management team in governing the City’s information technology security strategies. · Leads strategic security planning to achieve business goals by prioritizing defense initiatives and coordinating the evaluation, deployment and management of current and future security technologies using a risk-based assessment methodology. · Develops and communicates security strategies and plans to executive team, staff, partners, customers and stakeholders. · Assists with the design and implementation of disaster recovery and business continuity plans, procedures, audits and enhancements. · Defines and communicates organizational plans, procedures, policies and standards for the organization for acquiring, implementing and operating new security systems, equipment, software and other technologies. · Acts as advocate and primary liaison for the organization’s security vision via regular written and in- person communications with executives, department heads and end users. · Works closely with ITT management on technology development to fully secure information, computer, network and processing systems. · Advises on the administration of all computer security systems and their corresponding or associated software, including firewalls, intrusion detection systems, cryptography systems and anti-virus software. · Advises on the administration of the organization’s security systems and their corresponding equipment or software, including fire alarms, locks, intruder detection systems, sprinkler systems and anti-theft measures. · Develops, tracks, and advises on the security services annual operating and capital budgets for purchasing, staffing and operations. · Reviews to ensure that facilities, premises and equipment adhere to all applicable security laws and regulations. · Recommends and implements changes in security policies and practices in accordance with changes in state or federal law. · Assesses and communicates any and all security risks associated with any and all purchases or practices performed by the Department. · Collaborates with ITT Department Director, and other department directors as needed to establish and maintain a system for ensuring that security and privacy policies are met. · Supervises recruitment, development, retention, and organization of security staff in accordance with budgetary objectives and personnel policies, as necessary. · Promotes and oversees strategic security relationships between internal resources and external entities, including government, vendors, and partner organizations. · Remains informed on trends and issues in the security industry, including current and emerging technologies and prices. · Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. · Develops goals, documents performance, reviews, develops, and/or modifies work plans, methods, and procedures, determines work priorities. · Provides work instruction, assists employees with difficult and/or unusual assignments, and encourages innovation. · Resolves problems, mediates conflicts encountered during daily operations, determines appropriate solutions, and promotes teamwork. Encourages regular communication and informs staff of relevant business issues and their impact on the organization. · Develops work schedules to provide adequate staff coverage and approves leave and timesheets. Assigns and distributes work, reviews work for accuracy and completeness, and returns assignments with recommendations for proper completion. · Provides performance feedback and formally evaluates the work of employees. · Conducts hiring interviews and selects candidate(s) for job opening(s). · Provides reward and recognition for proper and efficient performance. · Assists staff to achieve performance standards and identifies opportunities for continual improvement and development to performance standards. · Documents causes for disciplinary action, initiates letters of reprimand, and makes formal recommendations for disciplinary action. Responds to formal and informal employee grievances and prepares written responses. · Ensures staff is attending training, including safety training on a regular basis. Education Requirement Bachelor’s Degree in Computer Science, Management Information Systems, Business Administration or related field. Experience Requirement Ten (10) years of experience in a combination of risk management, information security and/or information system implementation and support work, three (3) years of which must include experience in a management role overseeing information security initiatives. Education and Experience Equivalency One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements. Licensure and Certifications · Must possess a valid driver's license. · International System Security Certification Consortium (ISC2) Certified Information Systems Security Professional (CISSP) or a recognized professionally accepted equivalent Special Requirements · Must submit to and pass a criminal background investigation. · Obtain and maintain a City of Santa Fe driving permit within three (3) months of hire. · May be required to become trained in network and system administration functions for vendor specific systems and equipment. Physical RequirementsRequires the exertion of up to 100 pounds of force.Requires speaking or hearing and using hands to finger, handle or feel, requires sitting, standing, walking, stooping, kneeling, crouching, or crawling, reaching with hands and arms and lifting.Standard vision requirements.Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.Work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles and observing general surroundings and activities. Working Environment · Work occasionally requires exposure to environmental conditions. · Work is performed primarily in a shop environment; fieldwork is sometimes required. · Requires attendance at evening meetings and special project deadlines outside the normal workweek. · Some travel to off-site locations is required.
