Engineering and Permitting Services – Ankau Bridge Replacement

Background

 

The Yakutat Tlingit Tribe has identified the need for a new bridge over the Ankau Slough in Yakutat, Alaska and has secured funding from the Bureau of Indian Affairs to complete design and permitting for the project.


The existing Ankau Slough Bridge is a 500’ long, 12.5’ wide wooden bridge constructed in 1961. The existing bridge  is supported by about 40 wooden “bents” (supports). Based on the bridge’s age, material, and temperate rainforest climate The bridge has suffered decay and needs to be replaced. The existing bridge has already surpassed the useful life of a wooden bridge in this environment. The project is located in an area of high value, special, and unique wilderness. It is a more or less pristine habitat for fish (salmon), whales, birds, bears, and other flora and fauna. The bridge provides access to land across a small tidal inlet. Tribal members and residents of the community use the land to access traditional areas, the cemetery, and subsistence activities. It has recently come to support a vibrant sport fishing and eco-tourism industry.

The most economically prudent solution is to construct a new bridge. The proposed bridge replacement will have an opening of 20 feet or more, and minimize impacts to flora and fauna during construction and operations. The bridge should be high enough for small boats to transit beneath the structure and provide for sufficient capacity to accommodate current and future traffic.

The existing bridge is owned by the City of Yakutat who is supporting the YTT during design of this project. In 2017, a Depth and Velocity survey was prepared for the City and Borough of Yakutat, near the lower Ankau Channel, to look into the potential of developing hydro-power for power generation. Inspection reports on the bridge conducted by DOT are available, along with limited previous Environmental Assessment work for nearby projects in Yakutat.


Yakutat Tlingit Tribe is seeking an Engineering Firm (or team of firms) to work with our community to identify the ideal width and usage of the new bridge and then complete engineering design with specifications for ready to bid construction documents of a replacement bridge. Additionally, the firm will identify all permits required and work with the Tribe to develop and secure all required permits for construction. All geotechnical, topographic and/or bathymetric survey, archaeological study, environmental analysis, cost estimating or other required tasks to establish this project as “shovel ready” are anticipated to be coordinated and managed by the leading firm.

Proposal Requirements

 

Proposals should be submitted in pdf format over email and be no more than 10 pages total, not including attachments.  The proposal should be submitted on 8.5 x 11 with 12 point font and no less than 1 inch margins. Please submit attachments in a separate PDF limited to no more than 10 pages.

Any proposal submitted without the components described above will be rejected as non-responsive.

Proposal Scoring Criteria

Proposals will be evaluated by a committee established by the YTT Tribal Transportation Director. All evaluation will be based upon the proposer’s response to the provided Scoring Criteria. The Evaluation Committee will score the proposals against the below identified criteria and submit its recommendation to the YTT Tribal Council for approval and execution of a professional services agreement. The Council will award the contract in its sole discretion and judgment. The YTT reserves the right to reject any proposals who has not met the requirements of the proposal.

 

Proposals will be scored based on the following criteria. The scoring criteria are subject to change without notice at the discretion of the tribe.

 

Minimum Requirements  (0 Points)

  • Cover Letter with Required Statements
  • Provision of at least 3 Client references
  • Copy of Business License in the State of Alaska
  • Copy of Professional Engineers License
  • Firm Rate Sheet with proposed Markup on Subcontractors

 

Firm and Key Personnel Experience and Qualifications (50 Points)

  • Experience with Bridge Design and Permitting
  • Experience working with Native American/Alaska Native tribes
  • Experience working in project vicinity
  • Experience working in Rural Alaska

 

Understanding and Project Approach (45 Points)

  • Clear description of approach to delivering Project
  • Proposed timeline for delivery of project scope with key tasks
  • Clear description of staff and firm capacity to complete project given other commitments
  • Provision of value engineering Ideas and considerations
  • Competitive hourly rates and proposed markups

 

Preference (5 Points)

  • Yakutat Tlingit Tribal member, Native American/Alaska Native, minority, woman owned entity

Contract Award

The YTT has the right to award by item, group of items, total proposal, or any combination found to be in the best interest of the Tribe. The Proposer who the Notice of Award is made to will be notified as soon as possible. Notice of Intent to Award and actual Award will be submitted to the Proposer via email. After receipt of Notice of Intent to Award, the YTT will begin negotiations towards a contract with the selected proposer. The YTT will negotiate a contract with the most qualified firm at a price that they determine is fair and reasonable. In making its determination, the YTT will consider the value of the services to be rendered as well as the scope, complexity, and professional nature of the services to be provided. If the YTT is unable to negotiate a satisfactory contract with the firm selected at a price that is determined to be fair and reasonable, negotiations with that firm will be terminated in writing. Another firm will then be selected, and the process continued until an agreement is reached or the process is terminated.
